There is an office "captains quarters" in starbases.
Tucked away on the Tactical level, in an unmarked area of the zone map.
Maybe make it a bit more visible, allow the Fleet Leader(s) to customize the trophy's in the room, and make it a little less of a "copy-and-paste" of the default Ready Room already on every FED players ships.
What exactly is this needed for? Will fleet leaders go in there to take a nap? I don't see a logical reason why this would be needed. Seems like a waste of developer time to work on something a small percentage of the community would be able to use.
Star Trek Online, is an MMORPG (Massively Multiplayer Online Role-Playing Game). Many seem to forget the "RP" in MMORPG. Developers can add stuff for purely aesthetic or role-playing reasons.
What purpose are the "offduty uniforms" ? Is it logical to run around in a 21st Century suit or dress, while fighting the Borg? No ofcourse not. But those clothing options were added for RP reasons. And this game could certainly use a bit of extra "non-combat activity".
Ok so if your RP, can't you RP in the office on the star base that is already in game? I don't think they need to devote time to this. Again I think fleet officials that RP are a small drop in the bucket and there is so much other content that is needed I can't see this being a priority.

If people are requesting it, doesn't it make sense to have it put in now, while starbases are still in development, rather than put out starbases without it, only to have it requested later, and have to revisit the issue?
We're talking about making one distinct room in a starbase. Distinct like the Admiral's office on ESD, or what have you.
That shouldn't be that difficult to do, nor would it eat up tons of resources, and, it's a nice cookie for the RP crowd to make them happy.

Like a bridge invite? Unlock the door with a console next to the door? Then the customizing of the office for each admiral? Do 2/3 of the admirals need to vote on a change in the office? Should each one get to customize like ready rooms? I'm pretty sure the room in the TAC level is meant for RP.

But I would not be opposed to having a Fleet Leader room, which is similar to the one on ESD, but has an open, useable chair.
Then it's up to the RPers to set the rules for that office within their own fleet, such as "The Admiral has office hours during this time frame. Do not enter the Admiral's office unless he is there" type business.
I'm all for Cryptic giving us the locations. What we do with them past that, should be up to us.

On the other hand, here is an addendum to the suggestion (not knowing exactly what all is on the finished station): Not only added office space, but also a planning/war/operations room (large table, lots of chairs, big screen, etc.) that can only be accessed with the right "priority" (by invitation).

It needs 43 new consoles and a mk XX assault phaser armed maco on guard outside right??
