A lot of players at max level have more BOff skill points than we'll ever use, and we keep earning more of them. I could replace my entire crew 8-9 times and still have a bundle of skill points left.
Why not have a Rare or Very Rare "Promotion" assignment under the Development Commendation that allows you to spend some of your BOff skill points to promote Common DOffs to Uncommon, Uncommon to Rare, and Rare to Very Rare? No change in traits, just an increase in quality.
The occurrence of the assignment could act as a gate, but so could a scaling cost in terms of BOff skill points and whatever other resources were needed.
C'mon Cryptic, Make it so.

technically it could work to give you a RANDOM doff of a higher quality... not with the same traits.
At least i don't think that would be possible without filtering all 16000 DOffs or how many there are by now...

if you can upgrade DOffs with BOff points, we all would be running a 400 Purple Crew a day after the update.
How do you scale a system like this if you have players that are new to the game and have players that have been playing for 2+ years.

There may be some assignments that take BOff XP as input though, one is in the Caitian/Ferasan chain already, i'd expect more of that to come.

I'm thinking that the DOff quality attribute is just one data point in the set that makes up your current DOff roster. There's no link to any aspect other than the crit-chance boost, so it's possible that it would only require altering that one point. On the other hand, as you suggest, it may be that the roster we each run is intrinsically bound to a common DOff file (individual DOff profile, linked to all the accounts with that DOff on the roster) and you might have to get a random officer, but even then I would think it could be at least the same specialty or species if not the same traits.
And I say you scale it 1) by making it a very rare assignment that doesn't come up too often to prevent the type of thing you're talking about and 2) requiring an outrageous number of BOff skill points to convert....so say it's 250K to go from Common to Uncommon, 750K to go from Uncommon to Rare, 1.5 mill to go from Rare to Very Rare. I've been playing two years and have about 3 million unused BOff skill points so on that system even I'd only be able to promote 2 Rares to Very Rare, and only when the assignment came up.

considering BO points are going to be used in Starbase projects and stuff... im pretty sure wasting them on Doff's is a bad idea, especially since white doffs are necessary for some of the Starbase missions.
They're not exactly a highly sought commodity in starbases. My tribble fleet's on tier 3 stuff, and still not seeing more than 5 digit expertise requirements, despite dilithium running around 100,000 now.

The point is that the DOFF system is not set up in such a way to do what you're suggesting, from what we've been told. Even if Cryptic were willing to let us flat out upgrade DO's, the system does not recognize DO's by name or species and can't swap it out like that.
The very best that the system might be capable of is some kind of "crew rotation" assignment that requires any DO of a specific specialization (any quality) that is lost regardless of the outcome and possibly awards a unique DO of the same specialization. The names would change, the outcome would probably not be guaranteed.
And the big problem is the number of specialization-specific assignments and unique DO's they'd have to create to fulfill it. I don't really see it happening.
