Doing the borg mission, the one with the repair hulks and what-not, i notice that klingons and federation players are both present and able to fight each other. I had a few opportunities to have a 1v1 with some of these klingon players, and i ran into a bit of a problem. I have all the high lvl vice admiral phaser weapons and quantum torpedos. I use torpedo high yield, phaser overload, and whatever attack patterns i had available. But no matter what i do, i can't seem to put a dent in the shields of a bird fo prey, even though i'm focusing all my fire on a single side of the ship. He just sat there and laughed. Is it my weapons that are having an issue, or is it simply his shields are just so outrageously powerful that it takes a fleet to damage him? And to top it off, when he finally did attack, he took down my shields and destroyed me in less than a minute.

First, what kind of a ship are you flying.
Second, what kind of an officer are you?
Third, do you use your distribute shields (Either by clicking on your ship image in the UI, the button it's self, or Via Keybinds)?
Fourth do you use Tac Team and/or Emergency Power to shields and/or Transfer Shield strength?
Fifth, do you have Reverse Shield Polarity?
Sixth, what power settings do you run at?
Seventh, What other Bridge officer Powers, and Gear do you run, and how many Skill points have you spent in your skills?
Once you have answered those questions, you should be able to get the EXACT help that will be required. Because there are many factors as to why you had such a hard time byond the questions.

It's really hard to give advice because there are so many questions and variables that go into this, but here's one that generally works (and in all PvP, not just STO): watch his cooldowns. Don't blow Tac skills on a reinforced shield, tank it out and wait until there's an open spot in his heal/resist rotation. Against B'rels this is often no longer than a few dozen seconds as they tend to retreat if the spike fails.

You can be the best NPC killer out there, and wipe anything you find on elite while watching a movie and eating popcorn, but if you try PvP, it's a whole new game.
1. Know your enemies
2. Predict your enemies strategy
3. Know how to counter said strategy
4. Learn your enemies weakness
5. Take advantage of said weaknesses.
6. Find the weaknesses of your build, and remedy them.
so... how does this look?
1. You know your enemy can be a BoP. Small, maneuvrable, cloakable, heavy damage.
2. Expect them to decloak and deliver 15 seconds of insane damage
3. Be ready to run away, Tac team, EPtoS. (remember situational awareness! you may have to start defending befor you're being attacked even!)
4. Like the narrow firing arc of cannons (bops have few generic weaknesses... study your enemy)
5. Like using a tractor beam, or repulsors
6. You may want to go back to ESD and change abilities
Lastly, gear has very little to do with anything. You can do PvP with all green XI gear. The only real advantage in gear, you get from the engine/shield/deflector sets.
Ok, I've tried regular phasers, with consoles to increase phaser damage, and i've also tried tetryon beams, with the tetryon boosters. i've tried combinations with damage resistance to energy and kinetic damage, both specific and overall. I did read the provided post, along with some ship builds post for basics, and I set up my ship to conform to that. I have 2 epts, 2 eng. teams. 1 tac team. reverse shield polarity, hazard emitters, transfer shield strength, pretty much anything that can restore my shields and hull. I also have torpedo high yield, beam overload, and my ship is the sovereign. I understand it isn't designed to do damage, but to support and focus more on healing than doing damage. I am a tactical officer, and i most always have the power settings set to full weapons. I have tried doing full shields, and adjusting each one to be fairly even. I know there are duty officers that have certain effects on my ships systems, but i don't really understand how they're supposed to function. i guess i get the basics of the game, but it's hte finer points that are killing me. I understand my bridge officer abilities well enough. So, basically, how do i set up the duty officers properly for a cruiser build, and what am i missing overall?

I'll admit, i've never actually used the batteries before. I must have 100+ sitting in esd in my bank. I generally use quantum torpedoes with all my setups, one fron and one rear. Are transphasics better? i know they do damage through shields, but is it worth it? And what are the advantages of each torpedo? I know tricobalts to massive damage once the targets dhields are down, but nothing if they hit shields. And what are chroniton torpedoes good for? Damn, not only did you answer a few questions for me, you actually made me stop and think about my choice of weapons.

S'okay it was just a slip of the tongue. We all do it. (some with more awkward social ramifications than others...)
I can't keep their names straight. It may be Technician DOFFs that for example reduce your Engineering Team cooldown. If you got enough and/or high quality of them, you don't need 2 Engineering Teams, you can go with just one, since the cooldown is down to 15 seconds instead of 30.
Other DOFFs make your Brace for Impact power into a strong shield heal. And so on.
I still have to get around to make a decent list of what special abilites are good for what. I am too lazy.

So those duty officers are able to speed up my bridge officers skills, as well as increasing their power and changing certain properties? I assume they work the same way weapons and consoles do, with certain colors meaning that some officers are better than others.
The Aux Battery gave a boost to the aux power setting. The high aux power is what helps the Transfer Shield Strength ability recover so much shield and provide more resistance to damage. High aux also helps Hazard Emitters do its job on the hull. Generally you'll be running the engineering ability Emergency Power to Shields so your choice for boosting your aux based heals is manual transfer or a battery. Using a battery is similar to using an "Emergency to" ability. So a shield battery would directly help your shield in one step.
So why use an Aux Battery? Because you can very quickly use that high aux power to heal shields and hull and clear debuffs and provide resistances to yourself or allies. Just using a shield battery won't do that for you and you likely already have EPTS available or running.
And go to the exchange. Buy 3 shield distribution doffs and 2 hazard doffs. Get all common ones it will be cheap. Equip them all using the doff interface, active duty space. Go to system space and look at what an amazing powerhouse of resistance and shield healing brace for impact just became.
Then go to the Doffemon forum and start reading! Gotta catch em all!!

On a side note if you (op) did want to use the doffs for reducing your engineering team cooldown, I believe they're called Maintenance Doffs. The Technician Doffs are 'reduce cooldown on bo abilities by ##% when using aux to batteries. Note though, when the doffs came out, there were some buggy ones. For example I have a Technician doff who's ability is actually describing one of a Maintenance Doff. So read their abilities before tossing em out (i think it's called that, might want to double check though) :P

If i had ever had a desire to play those games, you may be right. But i think i understand nonetheless. Instead of the "characters"(ships) acting as they would in the show or expecting real life responses, they act more like an actual 4 limbed character form one of those games. So everything i use needs to work in concert with everything else. If i have lots of engineering officer slots, i should be setting up for healing abilities, equipping aux and shield batteries, as well as the correct doffs to enhance said abilities. As for the power settings, those have a direct effect on the strength of my boffs powers. Now, since i'm sure to run out of batteries to use eventually, would i benefit by using 2 or 3 transfer rate equipment? or would just 1 be sufficient? I can never remember the names of all these items.

Minmaxing is done in all types of games and is not limited to fantasy gaming. I can assure you, people minmax in Cyberpunk and Sci-Fi GURPS campaigns as well. Or in Mass Effect.

I can safely guarantee you, the military min maxes it's naval vessels for maximum efficiency.
And Race Teams min max their cars and constantly tune them for different tracks, and find constant upgrades.

Dont worry about it just keep tweaking and tuning and learning and you will get better and better!

Second.. ditch the Oddy. It's Too Fat For Tacs. Seriously, tacs rely on agility to survive and do damage. the oddy doesn't have agility.
