Hello,
A head of time I want to thank you all for any help I will recieve on answering my questions.
I been with STO since the begining of Open Beta, Saw the DOFF system come in to exsistance. Played around with it alittle but never really understood how to use this part of the game and as you now can guess I want too.
Right up front couple of question I kooked tried to read some of the post that look like they realy spell it out but either I am missing it or just plain dumb LOL.
1) What is a good guide for a newbee to use and able to make sence of it?
2) How do I requisition new duty officers from Lt Ferra. I Notice it requires in my case in red on the bottom right. How do I get those, for instance a Diplomacy DOFF requires a "1 Tier I Deplomacy Duty Officer"?
3) I also ran one of the missions in the DOFF system and it was successful but I didn't recieve the Special Item, I didn't see it in my Inventory is there a place to go to collect it?

There are 4 NPCs on SFA (and KA) that have recruitment assignments, the Grinder (personel officer, then 3 contacts that do cultural exchanges.
The system is complex.. but made intuitively. As for the recruitment guide or the Doff 101.. dunno.. join DOFFJOBS channel, mostly they're helpful, I'm on there all the time.

There's also this old guide. It was reasonably up to date when the forum merger happened, but obviously will probably be abandoned now.
The special item is just a little "mask" to cover the fact that the item is rolled when you click "Collect reward." Say you do an Experimental Rifle Upgrade, there used to be an issue that it might show an antiproton rifle, but if you close the window and come back, it'll change to a phaser, and then you collect it and actually get a plasma rifle. So it hides the actual rewards until you get them. The reward will either be in your inventory, or go directly to your doff roster if it's a doff.
So the answer to my second question I need to run recruitment Assigments to be able to buy/get these DOFFs from the Lt?
No. There are 2 doff NPCs in that building at SFA. One is Lt. Ferra. The other is a personnel officer. The personnel officer is the one that gives you assignments to recruit more doffs.
Lt. Ferra, however, has the doff 'store'. The doffs in the store are given only as rewards for ranking up your doff XP. Every time you reach a new tier in something, whether it's diplomacy, trade, military, colonial, etc, you get to pick 1 doff from the store. Usually, for reaching tier 1, you get a green. For reaching tier 4, you get a purple.
Once you pick the doff reward for that tier, you may purchase the other doffs in that tier for dilithium.

The personnel officer assignments (the lady besides the Cat LT) is on a long timer. Think you'll have to go 3 days after they complete before you can re-run them again. Only an issue if you are going to increase your roster (doff roster default is 100, can be expanded with paid upgrades). Otherwise, you will get pretty close to 100 DOFFs just by leveling a toon and completing a couple rounds of the recruit missions.
