I would support an open PVP sector. What a about treating it like Deep Space Encounters. Have a couple of PVP hot spots that float around that anyone can warp in and out of?

It'd get relegated to some distant corner instance, probably like PvP in LOTRO, and end up a sector full of Ker'rats where Federation and Klingon players duke it out for sector control with the dominant faction giving galaxy-wide bonuses to their side for control of the zone.
Which would be reasonably acceptable.
However, I would only support it if at least the following condition were met:
1. The sector of space is clearly and explicitly labelled as a PvP free-fire zone in what is essentially a crash-mission on the basics of building and deploying a PvP worthy solution.
If there were ESD/Quo'nos level space stations at each end of the zone, that'd also be extremely acceptable (the ability to not have to fly halfway across the galaxy to respec would be appreciated).
YES YES YES! If you make a giant hugemongous CNH where you got xp, dilithium, and ec based off of how much you did to kill a single player per ship killed, it would be the best thing for STO since space combat was introduced. Also, killing players has a chance of dropping unique loot which can only be obtained in those matches. Also, if you capture all the control points it will give your entire faction an XP bonus etc.

I think its easier for everyone if the pvp is instanced like Kerrat, that way pve players who don't want to pvp don't get involved without wanting to and besides, instancing is how sto is designed.
But more zones like Kerrat would be interesting, they'd need some incentive to get used though, like through the day time slots atm;
"6pm - 7pm Super Big Space battle at Omicron Persei 8! More loot available now!"
Or something like that.
Kerrat should have a timeslot every now and then also

1 sector is klingon the other is federation, this is basically were the war is taking place
its on the calender that there are klingon/federation fleet movements, and (you) are needed to hold the line
fleets of players, up to 20 on each side with npcs to fill in the gaps, fight in open space for round 1. the winning side then advances to an enemy star system, and another battle is fought there.
systems could be arena like, cap and hold like, kar'rat like but without borg, and a new map type or 2. it should be random what you end up with so if no one makes any headway you not stuck doing only 1 type all the time, and almost never another type.
this keeps going on until one side conquers all the other side's star systems, or until 3 hours have passed, then the event ends and both sides withdraw due to all their losses
no mater what side makes advances, there would be to many losses on both sides to hold any thing they conquered. the in game war is a futile stalemate, but hey it would be fun game play
so the event lasts for 3 hours and people can come and go as they please, leaving and joining throughout. 2 hour break between events
higher end npcs would need to be made, that use a large number of abilities and have 6-8 weapons. they just have to be smart enough to fire off abilities as soon as the cool down ends, have more hull hitpoints then players, and they will make a somewhat decent player substitute. simply higher hit points and higher damage on 1 or 2 weapons doesn't work, and is why the borg npc's are no fun to be around, its why pve is no fun to play. this needs to be done anyway for all npc's imo.
Create alternate instances of open sector that are PvP enabled. Similar to how the Azlesa Expanse and B'Tran Cluster have regular and Vice Admiral instances, create PvP and non-PvP versions of each space sector.
What draws in the crowd? Like the B'Tran and Azlesa enhanced sectors, boost rewards. More XP, maybe throw in a little extra dilithium for daily missions run in PvP mode.
It might not draw the entire server into them, but I guarantee you'd see more than a few adventurous souls willing to make the effort.
Most people love ganking and particularly players of less experence would be able to kill people by ganking in numbers which would keep them happy
Although you would have some better teams who would just clear the zones and grief the less able players like a fleet used to do in kerrat , just moving in strength from instances to grief all the noobs and less able players.
It may also reduce the number of people who do arena.
But it should not be voluntary any one who enters the sector should be fair game.
There's something more I'd like, but I don't know if it's even possible. Make an area of the sector instanced and banded. And make it based on your ship. If you get in a tier 3 ship you will be scaled Starbase 24 style and fight against other equally scaled players.
So I dust off my K'tinga and head for the Commander banded instance. When I zone in everybody is fighting at that level. I'm not sure if you could actually disable player skills and abilities above a certain rank. That would let people who are actually leveling PvP against players who have been at cap for a while but keep things a little more simple.
This would let people fly old ships that they still like to look at, and let people PvP with fewer variables until they get their feet wet.
Maybe weight the tiers so whichever faction wins the most per day per tier gets points towards a total which will determine control of something. Like the load screen for the other faction, lol. Or better yet the UI! Lol j/k but no srsly, people would queue to get their blue UI back.

they work just like kerrat, but actually have more objectives that change over the course of the day.
gear/drops/zones with/without npc's./faction specific objectives/ blah blah blah
sounds like a blast.
i'd be in one of them all the time, to battle and get gear drops to sell on the xchange and stuff.

Seems appropriate to be around Betazed maybe? Smack in the middle, beautiful place for ground pvp, could be nice for space pvp :P
