Usual disclaimer, "there are exceptions", blah blah, comes after that of course. But it seems that seems to be the general gist of the ships in Lock Boxes. So it's "safe" to assume that Fleet Starbases won't involve Lock Boxes.

I suppose that is one way to read that statement. I don't read it that way though.
Off-faction ships are limited to lock boxes due to CBS wanting them to stay rare (understandable). I don't see that applying in any way, shape or form to materials needed to build a base.
It would be all too easy a decision to place vital materials in 'Salvage' lock boxes and let the players bleed themselves dry buying keyes.
I've said it before and I'll say it again: I will not, under any circumstance, buy a lock box key or open a lock box.
If that means no base for me, so be it. But it will also mean no more of my money for PWE/Cryptic.
You know, I could have sworn that one of the Devs (Heretic, Rehpic, dshatl, or someone) straight out replied that Lockboxes won't be involved with Fleet Starbases. It's in one of the Dev Blog threads for Fleets but the new forum change is making it hard to find it.
If anything, the screenshots of Dev Blog Season 6 #2 (http://sto.perfectworld.com/blog/?p=557281) show some placeholders for the requirements of Fleet projects. While these values are not fixed, they appear to be centered around Dilithium, Energy Credits, Commodities (Warp Coils, Industrial Replicators, etc.), DOFFs, and Fleet tokens (which you earn by doing Fleet Base related missions).
Hardly any of these seem like something that would solely be in a Lock Box. To me, this helps me breathe easier about S6 and Fleetbases. Here's hoping.

Nice if its true, but I'm treating everything as rumor until I see it directly from a Dev, press release or patch notes.
