Since they have this feature in the new "Hideouts" in Champions Online, I don't see why it can't be used in our Ship Interiors here.
I'd really rather see it as a Ship's Tailor than as a Closet in the Captain's Quarters though. It would just be more logical when you are doing things like changing your entire crew's uniforms. And it would make more sense that it takes credits to use.

It's like those commercials where hidden hands come out of your appliances and take your money (referring to the energy- and money-sucking nature of "old" appliances).

there are still plenty of things you need to go to ESD to do.
Does the dresser take energy credits? What does my dresser need with money?
It doesn't need money at all, but - for once - actually energy, as it's probably connected to the ships replication system. Of course, that makes the clothes that come from there of lower quality, which brings us back to Mr Garak and his colleagues...
I think more important would be severel outfit-slots on your character, as already mentioned in the Engineering Reports. And maybe it could then be: Normal uniforms from the dresser or ships tailor and special clothes and dress uniforms from tailors in space ports (as only they have the needed materials).

But, of course, I was using hyperbole to point to the general issue, that there could be more incentive for interaction with other players in STO.
In case you're sincere, apologies for pondering otherwise, just right click your status bar and choose the option. Cannot change it in space, only in a "ground" instance. You cannot edit your costumes this way though, only change to your presets. BOffs do not have presets by the way, so that also rules out changing their uniforms with this feature.

Right clicking your character pic/status bar will open a drop down menu with several options including changing your outfit.
Se? no need to feed your dresser.
