I know that WoW has a lot of XML support, that is that you can get the xml for your guild, profile, equipement, etc.
It's not that big a deal to store the extra information in a database on the web-server to make available.
An "armory style" inteface to STO would be good to see, it would allow fleet members to suggest new technologies for their less experienced members (like me).

Customising your ship in game is time consuming. ESD has lag, at least in Ireland.
There's no reason not to have an AJAX, or JSON if you're so inclined, interface to this from your account page. A Web Application to customise your ship would be lighter on the system, faster for the end user and make for an all round more easy ship customisation.
You could have blue-prints drawn on the fly, on the client side, using flash, SVG or even just pre-generated PNGs.
