It's been a while since I uninstalled STO. Have some questions I'm hoping current players can answer.
Can BOffs wear off-duty uniforms yet? If so, which ones?
Do KDF players/BOffs have access to off-duty uniforms yet?
Is there a end-tier Bird of Prey that isn't a refit?

No. Although I have two bugged boff from when they introduced offduty uniforms that wear them.
Longterm, I think the plan is to redefine offduty and duty uniforms into "action appropriate" and "social", which is why things like Seven of Nine's outfit were classified as uniforms. But that will likely involve setting combadge placements for certain offduty outfits and rigging Klingon races like Gorn to support them.
So, for example, bikinis and swim trunks will be something other than uniform slots and, I suspect, formal wear will be as well. Whereas the merc gear will probably get tossed into a uniform slot.
I can't see a reason for BO's to wear offduty uniform. It's not like they beam down to DS9 or ESD with you and disappear off in their own directions.
Actually, that could be a way to have NPC's drifting around the place without using dedicated NPC's for it, every captain who beams down brings some of their BO's with them and they wander off to do what they need to with a basic NPC offduty script to follow. You might see one or two playing Dabo or just propping up the bar in Quarks bar, haggling with a vendor or just standing around chatting as you go around the place. Apart from the NPC's who are based there giving missions, information or selling stuff, the rest who just wander about are our own crews on shore leave.
