I tend to think that it should. Not only because I fly a tac/esc, but because it is the way it should be.
With that said, we need weapon types to have better/worse lock efficiency while engaged with a smaller more highly maneuverable target traveling at high velocities.
That lock effeciency should be affected by various attributes such as your speed and your targets speed, as well as any current buffs/debuffs you have running.
The weapons that are effective against faster smaller ships would not be as effective against the larger ship classes. and visa versa
Could be due to the energy output of the more powerful engines on a cruiser being diverted to help the shields to nullify part of the energy in the weapon discharge of weapons that can match the higher velocities. So not as powerful but has higher velocity more accuracy for targeting defiant type ships doing figure eights around you.

Phasers = good all around but 50-50 on a small fast target, better shield DMG but avg DMG hull. Improves as target slows 100% on a stopped unit or larger target. ( not including buffs/debuffs on any of this)
Dual Beam Bank = great on larger targets 50-75% on a smaller target stopped, good DMG. 50% on a fast mover.
Dual Cannon= great against smaller fast moving targets 50% DMG reduction on larger targets, good DMG to shield and hull.
Dual Heavy Cannon= great against larger targets.(should be best DMG possible IMO) 50% (or less)chance to hit smaller fast moving target, good DMG shield and hull.
Turret=great against fast movers avg DMG as now against all.
Torpedo= maybe a slight chance to miss on a fast target
I feel it would provide some much needed help for the super squishy escort ships and at the same time provide more roles for groups. One person may go balls out nothing but heavy cannons on his escort gunning for the cruisers, but they may have a escort gunned for cleaning the floor with fast movers. In PvE you would have to fly with a bit of a mix solo.
I know this seems to exclude the science ships...I consider them larger ships, but some are smaller, so I guess that a size should be determined for small/large.
All you Phaser lovers out there that are cursing me every way possible, I'm a phaser lover too, it is more realistic, I'll explain. You have great targeting on most everything but to be effective against the smaller ships you would have to equip at least one Dual Cannon. This reduced range could be equated to manual targeting, as we saw many times in the shows. Or maybe they can add a manual targeting skill to improve against smaller faster targets.
Just an opinion/idea I wanted to put out there. I want to see what other peoples opinions are on something similar to this, modified in any way you want , in the game.
