Type of Map: Mini Open Zone Fed. & Klingon, or other faction that get's added to game.
*Note: Can start out as a Mini Open Zone map, but later can be updated to a larger map. Effects: 7% off cast from vendors/crafting, if one team holds an Outpost for x number of hours/days, for that teams faction. Total 6 Outpost x 7% = 42% bonus off cast. Outpost Types: 3 planet(ground combat), & 3 space stations(space combat) *Note players on the map can choose(Beam up/down) which combat style that player wants to play. ie. to beam down to planet or to beam up to ship. NPC Teams: Random teams of Undine or Borg & in some cases both show up near/around an Outpost. Where both teams(ie. Fed. & Klingon) not only have to fight each other but the npc
team(s) for control of an Outpost. If an npc team controls an Outpost, then no 7% bonus off cast for each (Fed & Klingon) factions. Factions: Each faction can view which faction controls what Outpost, from each factions main hub(Earth Spacedock & Qo'noS). Locations: Display console near Exchange area(s), shows how many Outpost that faction owns. Plus PvEers can view the match, but PvEers can only chat with each other in this view an not with PvPers in match(this way PvEers that wonder what PvP is all about). Max. Number of players:That depends on what Cryptic thinks or player feedback. But lets say 40-60 players.
I like some things I see here. I definitely think STO needs an open PvP area. The current queue system makes me cringe...that's why I hardly ever PvP as it is. But I really like the thought you've put into this.
Type of map: I agree, I think that the major open PvP area should only be Fed v Kling. If people from the same faction still want to PvP each other, then they could create a smaller map or keep some form of queue system in place for it.
Effects: Love the crafting bonus! But I think there could be other bonuses as well, perhaps different bonuses for different locations your faction controls (warp/sprint speed bonus, EC bonus, badge bonus, etc). I also like your percentage, it seems to be a good balance.
Outpost types: I really liked PvP in Dark Age of Camelot, which eventually ended up with a different battleground every 5-6 levels. STO could be the same, with a "bg" from Lieutenant 1-5, another from Lt 6-10, another from LC 1-5, etc. That keeps the players within a smaller level range, keeping the play a bit more even. There could be one each for space and ground. But by far the biggest map should be the level cap map!
NPC teams: LOVE this idea! If nobody comes to the map in a while, it could change hands to the Borg or Undine. Each player faction has to fight the NPC faction to reclaim the map, while fending off the other player factions. That could add an interesting dynamic to the gameplay.
Factions: There could be a section of your journal where you can check the outposts, or you could even hail Starfleet. Or you get a hail from Quinn telling you when one of your areas is in danger of or has been taken, giving you the option of accepting a mission (that could provide marks or emblems or something) to defend or retake the map. Same thing for Klings.
Locations: If we added it to the journal or where you hail Starfleet, there wouldn't be a need for consoles in certain locations. But the locations of the PvP areas in the galaxy map could be something to be considered. I'm sure there are a lot of good ideas out there so I won't speculate too much, but maybe between Eta Eridani and Omega Leonis?
Max # of Players: I'd say 40-60 for the lower level maps, but the big endgame map I think should hold as many people as the servers can handle. Imagine hundreds all duking it out at the same time...!
Open PVP is difficult when you have an unbalanced population, and due to the differences in the two factions, external balancing concepts [such as those used in PlanetSide] aren't as easily applicable, perhaps something more akin to Tenacity in old wintergrasp [WoW], but even that is a very sub-par solution.
The other aspect at hand is instance hoping will always be a concern with the structure of the game.

And reiella, unbalanced population & instance hoping those are areas that I didn't think about, until now. Like with instance hoping the load screen time going from space-ground where a players is in limo(which may cause more of an unbalanced population). Oh an idea...how about a tab that the player can click/choose which one to be in the match(Ground or Space), before they enter the match. But that to me would be like it is now for PvP(structure of the game), which be a lot better than making changes to the game's structure/engine.
I've played a few games with a form of Open PvP style(Guild Wars: Factions & Aion), an those gave me the idea for Open PvP for StO. theis way players have a feeling that they have a bigger goal to help their faction out. I'm not saying that the PvP system right now does not have an goals.

I really love the idea of the open PVP system. It comes up about every couple of weeks or months.
I like the idea for the discounts which would give people the reason to want to control the the zone.
I really like the idea with the NPC's for players to fight as well. It means there can always be some action. It would also offer different opportunities for strategies. Like waiting till the enemy has almost taken control from the NPC's then ambush them.
The balance issue could be offset with NPC's of the Faction who controls a node. Like if the NPC's were fleet action strength. A small amount of defenders could hold off a larger group.
Also having several nodes a smaller group could go attack a different node if one was two heavily defended.
After a faction took the node their NPC's could defend it. So if there were no Federation players when the Borg or Undine NPC's attacked the node they would retake it. It would reset and neither faction would get bonuses.
I agree. This game needs some purpose for the war.. Capturable sectors with control benefits and open world pvp is in my opinion a necesary Thing. We would see alot more Grouping and more player interaction.
The Star Trek Universe has had a few examples of rogue elements within the various races. Personally, I like the idea of an open pvp zone, but I want to be able to atttack 'blue' targets as well. Over time I will begin to appear red to everyone, but at least give me the option.
Forget 'War'... allow fleets/alliances to construct bases and fill them with the services they want..... pirate elements like I'm suggesting could perform raids, while 'law abiding' entities could perhaps do competitions to gain favor from the Federation/Klingon Empire.

This is such a goo idea for sto. A wintergrasp open pvp area. Have venders with some special items if you hold it. And even an STF your faction can run if you hold it.
Also a larger scale assult pvp map similar to alteric valley would translate well to sto. Having two large armadas facing off and mini resorce nodes along the way in between. This fight is to secure the resource nodes and destroy the opposing factions flag ship. So you'll be combining pvp with npc's. There would be two mini bosses in between as well. Similar to alteric valley when you capture certain resource nodes you unlock closer spawn points. You win once the enemies flagship is destroyed. Also maybe the resource nodes need to have players beam aboard to take it rather then just fly near it. So this board would combine both Space and ground.

I loved Alterac Valley that's why I played WoW for three years. Having NPC's in with PVP is lots of fun. I used to get other players to aggro the NPC's then attack and kill them. I have caused wipes of a entire teams trying blitz. Sap one cheap shot another then blind a third healer isn't the best thing for their tank. Or death griping the healer into the NPC's. Or AOE fearing the team while they set up into the Boss is lots of fun.
I have some more PVP mini game ideas here. I loved the idea of capture hold nodes like space stations and ground bases defended by NPC's as well as real players.
That's what I want most out of STO is having ground and space teams working to capture objectives. To control areas of territory.
It's a shame the only current Open PvP space zone is so bugged and poorly designed for PvP (Ker'rat!)
I had to quit playing it because the Borg spheres stuck in the nodes would shoot me and I couldn't get full impulse or do any damage to them. It would knock you out of the competition for the reward.
It was kind of fun flying around in BOP and attacking the Fed ships that got cube aggro then battle cloak out. After they were destroyed.

The novelty wears off when they get stuck.
Honestly, I'd redesign the warzone to have fewer objects to get stuck in but longer times to complete a scan - as well as moving spawn locations to opposite ends of the map. Maybe add an attack run component on top of it: where you need to maneuver through transwarp conduits to overload them.

I like that idea also. I think they should redesign where each side spawns on different sides.
It was fun racing to get it done as fast as possible. Doing the scans and killing the repair cubes. When one of the spheres attacked you and you couldn't even return fire. Or a cube aggro'ed and would take forever to kill It really just destroyed the fun factor.

My pet hope is that they add a Warzone that has content for each rank, rather than forcing people into separate instances or autoleveling. If no lieutenants show up, then that objective doesn't show, etc.
I'd love to be that new player in a Miranda or NX and see VA/BG players duking it out against impossible odds.

This is good thinking and along the lines as toward I thinks should have been the PvP all along. I think it would be cool to go to maps and view it.
I think PvP needs to be geared around the war that is ongoing and the conflicts that stem after when new factions are introduced. That being said the Klingons are set on conquering romulan areas since they have been weakened by the Hobus incident. The federation is doing thier best to stem this capture and hold sometimes failing thus adding the strain on the relations.
The Borg are back with a vengeance including assimilating the Undine. The undine have taken great offense to thi incursion and blames the imbalance of the Alpha Quadrant as to why they have been adapted to the Borg.
There is a difference from an open PvP map and qued battles. A space zone where you can confront other players but when you fly to a space battle it should be qued.
I think what we should have is the ground warzone, space warzone, space and ground kill count and capture and holds. Plus if they could add a STF style where there is ground and space both.
