IMO there is no real good entry into PVP, especially on the Fed side, while we Klingons simply have to live with it as we have few other leveling options. Tha leads to a desparity betwenn both factions.
Sigh... yet another one of these threads. I see these at least once a week. I have a VA Fed and a Lt. General Klingon. They both win and loose about 50-50. I would say that's balance. I don't have a premade. I don't even have all purple gear. I simply work well with others. It's a teamwork issue not a balance issue and this from someone who was loathe to do PvP in the beginning. What is the usual issue you have in PvP? How does the KDF beat you? Do they cut you up 1-on-1 or do they gang up on you? When you shoot at them how much damage can you do to them? To the BoPs? To the Raptors? Battlecruisers? Carriers? In fairness, the carriers as they are now are a pain in the TRIBBLE for someone who is inexperienced at PvP, but there are some tricks that will let you carve them up.
If you describe a typical fight, in as much detail as possible (weapons used, abilities used, class of ships involved, etc.), we can help you figure out how it all went south.
Your build also has a lot to do with it. There are a lot of builds that work, and a lot that don't. There are also those builds that work better for PvP, and others are better for PvE. If you can post something about how you like to play, and what you prefer to do in a fight (dps, tank, buff/debuff, support, etc.) we can help with some builds that will help you do what you're trying to accomplish.
Sorry to say it, but I only speak the truth when I say, CC's in PvP should have been next to non existent. CC's had no place in Space PvP. CC's takes skill out of the player and puts it in the hands of Holds/Roots. Confuses, Stuns....
If CC's should have been needed in PvP, then each CC ability should have been placed on a 20 minute timer. You should never have to face off against CC's in space PvP more than once a match. Meh, whatever. They are here and here to stay, so might as well get over it and roll with the program.

The ships themselves are not overpowered, It's the players. Klingon player generally are really good at PvP because that is how we level. From the second we enter the game as a Klingon we are PvPing. Yet Several of my friends who are only feds hadn't pvp'd until they were captains! ANd of course they get stomped in PvP they are inexperienced. It is how it is. You don't want to get stomped? Try leveling a Klingon character, and when he is a Lieutenant General, you will be a much better PvP player because of it, and you go back to your fed and you will be the same ammount of good as you on your Klingon side.
At the very least you go to the Klingon side, level a little ways, get a KDF ship just as you want it, then get into a one on one of a Klingon in the same ship, same level, and when you lose due to your inexperienced and unskilled nature you will lose. COMPLETELY fair on both sides, and the better player will win. And do that and that WILL show you it's about skill, not overpowered ships. (This is not a personal attack, simply a message to all those who say KDF is overpowered)

Agree 100 percent. I have both a fed and a klingon, and its all about who you play and how coordinated they are. Some people just don't know how to play their build correctly, and when they lose they rage and make posts on the boards about unfair pvp.

The fault lies not entirely with Cryptic but also rests on the heads of those feds who play pvp without preparing for it.. If they do come unprepared more experienced players will always beat them.

Its not the right to win. Its the years of pratice for the old KDF players and the training that a lot of fleet gives thier new players. Klingon prepare for pvp, pratice new builds and even have infleet pvp matches to hone thier skills.

I don't think PvP is unfair. I just know I suck at it.
What keeps me from entering PvP nowadays is the fact that I don't want to be the guy who gets camped or who has to drop out for RL and loses the match for my whole team. I'm perfectly willing to follow directions, fill my role, and work as a team. But I am a casual player, and family life pretty much restricts me to late-night.
I have a KDF Orion Sci officer (Lt. Cmdr) who I would eventually like to groom for a support role in PvP.
If anyone doesn't mind that I'm not hard-core, I am open to invitations.
'bout klink leveling..... that's not entirely accurate.... the fastest way to really level in this game is to nebula/expanse farm.......
Mind you I wanted to stab myself in the eyes after leveling my klink.
But I got it done in short order.
PvP... personally I find my vorcha superior to my fed escorts in the escort role, mostly due to the superior durability (even if my damage cycle is a tad longer in my vorcha than my escorts). And I also find it abit stronger over all (when loaded with aggressive eng powers) for offense than one of my other fed's excelsiors. I find it mildly annoying but it does make me giggle being able to out maneuver an escort in a cruiser. most of it is player skill related though.
There is a slight disparity but it's not so large as to create the 15-0s that you commonly see KvF. Most of that is due to how badly organized and unwilling to work together fed pugs are.

When PVPers play as a team its a great match fed or klink doesnt matter, if one side is 10 players and the other is a team the players get walked over EVERY time.
All I do is PvP. Thats it. on both sides. On my fed cruiser I routinely kill over confident bops who think they can chase me down without the help of their heal boats.
If its one thing that I notice almost EVERY game I play on my klingon though is this:
Some FED PLAYERS DON"T EVEN PLAY, THEY SIT AT THE SPAWNS IN C&H's, or they don't respawn in arenas. So no wonder no matter how many klinks I kill, or how many feds I Die to, Feds almost never win a game becaue of people just Q'n for the rewards, firing a shot, and then go AFK. something should be done to address that, less rewards if you don't win sort of thing I don't know. Good teams, or Fed premades Do Very well however, Players who PvP because They want to not because they're farming emblems do very well.
Theres no PvP imbalance between the factions ships or equiptment, only in their players. Fixing how rewards are given, or Adding a point to pvp beyond emblems/Marks would only help balance out the player base IMO.

Yup. I've seen matches where the feds start out together, and each one is individually pretty good, but they don't work with each other. Each one that gets picked off comes racing back in, but travel time prevents them from getting back in time to be useful. = Reality sandwich, just add mayo and cheese. No coordination, no fire control, wasted skill, if one member of your team is guilty of this you are essentially playing one captain short. Can happen to anybody regardless of allegiance.

Man, this is so true of the few times I have PvP'd solo. Only when I have done it as a team did we either win or at a minimum, have an impact.
In one instance, we had all Fed cloaked ships and took a page from the klingon book...one guy sat out by himself, uncloaked, as bait. The others out in a higher orbit waiting for the "bite". Sometimes it takes a while and the bait has to take a good beating so we're sure no cloaked klingons are doing the same thing we are.
I agree with most of the sentiments here, Fed PvP'ers are uncoordinated and lack cohesion. I know when I have done it, I have healed other Fed ships in the hopes it will foster cooperation but sadly, the Feds don't PvP as well as the klingons.
If there were enough klingons playing the Fed character the way I've seen the klingons played, I would think that the Feds would be better coordinated than they are now.
Someone somewhere else posted something I hadn't thought of...the BOP has universal slots as wel all know but not used to playing that side of things I didn't fully appreciate that each BOP ship I encounter can have a different fighting characteristic requiring a different offence/defense on my part.
Is there any way to "scan" an enemy to get a idea of what his payload is? other than trying to read the combat script as I'm being shot at.
Perhaps if I can get a better handle on PvP, I might try and put together more teams....the emblems would be nice but not at the expence of giving rise to a bunch of klingons!
I've finally started PvPing again the past couple weeks, and I haven't found it too unbalanced. The only time I got really stomped was when the other side had 4 carriers and a BoP, but I'd be the first to admit we weren't exactly paragons of coordination and teamwork. That said I still have no idea how to counter carriers, just haven't fought them enough.

What I find happens is 3 or 4 Birds of Prey will decloak from astern and it becomes very difficult to dislodge them. If I can't shake them before my shield/hull regens run out, it doesn't take long before my glass cannon shatters.
I can usually either take one with me but i refer to survive that encounter.
I thought I would do the same...I am listing my glass cannon since it is the one ship I prefer and the one I have never won in PvP with.
My advice;
Replace the EPS Flow Regulator, they used to be good for keeping your weapon power up during a firefight, now all they do for you is help when you change power settings or when you're coming out of full impulse.
Biofunction Monitor is great for keeping your crew up, but when you're getting shot at by 4 BoPs, the hull repair rate from your crew isn't going to have any significant effect.
Bottom line though, if you're getting focus fired by 4 ships, and you don't have a team mate near by helping keep you alive...run. Engine Battery + Evasive = GTFO:D.
I'm one of those **I'm not going to say it's imbalanced cause I just suck at it** players. I waited until my Federation science captain was a commander until I PvPed in my Olympic class with:
Tactical Ensign - High Yield
Lieutenant Ensign - Engineering Team
Science Lieutenant Commander - Science team, jam sensors, polarize hull plating
Science Ensign - Hazzard Emitters
(I don't recall the level of the equipment. Mark VI I believe. And I don't recall which consoles I had. That character has since been deleted)
I got owned every. single. time.
And the handful of times that my team won, I always felt like I was just along for the ride, not really contributing much. As someone else (or persons) noted, a klingon generally has the advantage of PvPing from a lower level and so would be more likely to catch a load out that wasn't working for them immediately and fix it. Whereas my ship was worked just fine for PvE, but I always got owned by BoP's focus firing on me and when I did survive long enough, it seemed like any damage that I could inflict on the enemy, even the BoPs could be repaired by them faster than I could inflict it.
And by that point I had speced my character with those abilities in mind and had invested the skill points to rank all my Bridge Officers' abilities to the 9th level. At which point I just gave up on PvP with that character as I didn't want to have to respec him and go change my ability load out completely starting back at square one.
So I can't really complain that the game was unbalanced as my skill and *maybe* my loadout (I never asked advice on it) was lacking. And I also waited way to long to try PvP such that if things didn't work out I'd have to completely overhaul my character.
If my situation sounds similar to yours, then I don't think you can fairly criticize the game.
One problem I did have with the PvP however - and this might just be due to a small number of players pursuing PvP - was that I was seeing a lot of familiar names night after night as I was playing. So there were a lot of situations where there might be a really awesome Klingon player(s) on the other team, I get my butt kicked, then look to join another PvP match to wind up with the same opponents just to get my butt kicked again.
An idea that always sounded interesting to me, though I don't know if it would be too imbalanced, would be to have a certain type of PvP match in which there was a pyramid style of team formation where on the federation side there might be one or two tier 5 vessels, then several more tier 4 vessels, and so on with tier 1 vessels being the most common. And then they would be facing a Klingon team with a similar layout. Where players at all different ranks would be on a team.

Four on one is usaully a deaths entence if you don't flee.
What other abilities do you have on your BO's? I only see a few. Could you break it down by rank onboard the vessel.
for example, my Hegh BoP
LT: TT3 ApD1 or ET2 EPtS2
LT: PH1 TSS2
LtC: EPtS1 A2Damp1 A2Sif2
Com: THY1 ApB1 BO3 CRF3
Also, your Tactical consoles appear spreadout too much. If you want more damage output, consolidation to just one or two types of tac console will help. Such as 4 Phaser boosting consoles to boost the damage of all your phaser weapons.
Also specing one's skills properly is a big help in performance. Several good build guides exist on the forums. You may be amazed at how many points you can move around to tweak one's build.

While I don't claim expertise, that's a healer build, with a side of "I don't want to die".
Your lack of DPS is due to not being built to DPS. To me, this build says "find an escort, stick to him like glue and keep him alive".
I personally think Feds wouldn't have so much trouble with teaming in PvP if they did more teaming in PvE. At least there'd be more familiarity with which BO abilities are best at supporting a team mate if people actually had to support their team mates in the arena they play most (PvE).
Maybe cryptic ought to give the Feds a daily escort mission tuned to require the player to heal the ship being escorted. Put one squishy ship in the middle, a few NPC feds to act as wingmen, and some enemies trying to kill the squishy. The fed player would then have to get familiar with healing, resistances, and focus fire. If the squishy gets blown up, the fed player becomes the primary target, thus teaching them things about tanking, self healing, and evasion/escape tactics.

There is a slight disparity but it's not so large as to create the 15-0s that you commonly see KvF. Most of that is due to how badly organized and unwilling to work together fed pugs are.
If its one thing that I notice almost EVERY game I play on my klingon though is this:
Some FED PLAYERS DON"T EVEN PLAY, THEY SIT AT THE SPAWNS IN C&H's, or they don't respawn in arenas. So no wonder no matter how many klinks I kill, or how many feds I Die to, Feds almost never win a game becaue of people just Q'n for the rewards, firing a shot, and then go AFK. something should be done to address that, less rewards if you don't win sort of thing I don't know. Good teams, or Fed premades Do Very well however, Players who PvP because They want to not because they're farming emblems do very well.
Theres no PvP imbalance between the factions ships or equiptment, only in their players. Fixing how rewards are given, or Adding a point to pvp beyond emblems/Marks would only help balance out the player base IMO.
If PvP went away then my stuff would stop getting nerfed due to PvP "it's overpowered" whining.
Yup. I've seen matches where the feds start out together, and each one is individually pretty good, but they don't work with each other. Each one that gets picked off comes racing back in, but travel time prevents them from getting back in time to be useful. Rather than try to regroup, they just come in one at a time.....lining up for the slaughter.

Man, this is so true of the few times I have PvP'd solo. Only when I have done it as a team did we either win or at a minimum, have an impact.
In one instance, we had all Fed cloaked ships and took a page from the klingon book...one guy sat out by himself, uncloaked, as bait. The others out in a higher orbit waiting for the "bite". Sometimes it takes a while and the bait has to take a good beating so we're sure no cloaked klingons are doing the same thing we are.
I agree with most of the sentiments here, Fed PvP'ers are uncoordinated and lack cohesion. I know when I have done it, I have healed other Fed ships in the hopes it will foster cooperation but sadly, the Feds don't PvP as well as the klingons.
If there were enough klingons playing the Fed character the way I've seen the klingons played, I would think that the Feds would be better coordinated than they are now.
Someone somewhere else posted something I hadn't thought of...the BOP has universal slots as wel all know but not used to playing that side of things I didn't fully appreciate that each BOP ship I encounter can have a different fighting characteristic requiring a different offence/defense on my part.
Is there any way to "scan" an enemy to get a idea of what his payload is? other than trying to read the combat script as I'm being shot at.
Perhaps if I can get a better handle on PvP, I might try and put together more teams....the emblems would be nice but not at the expence of giving rise to a bunch of klingons!

I've got this idea in my head about taking my VA into a CnH, making a beeline to the nearest carrier and chaining FAW, just to prove to the Fed nay sayers right to their faces that carriers can be fought successfully.
Having massive burst dps works too, I did once see an escort pop a carrier like a balloon.....scary ****.

What I find happens is 3 or 4 Birds of Prey will decloak from astern and it becomes very difficult to dislodge them. If I can't shake them before my shield/hull regens run out, it doesn't take long before my glass cannon shatters.
I can usually either take one with me but i refer to survive that encounter.
My advice;
Replace the EPS Flow Regulator, they used to be good for keeping your weapon power up during a firefight, now all they do for you is help when you change power settings or when you're coming out of full impulse.
Biofunction Monitor is great for keeping your crew up, but when you're getting shot at by 4 BoPs, the hull repair rate from your crew isn't going to have any significant effect.
Bottom line though, if you're getting focus fired by 4 ships, and you don't have a team mate near by helping keep you alive...run. Engine Battery + Evasive = GTFO:D.

(I don't recall the level of the equipment. Mark VI I believe. And I don't recall which consoles I had. That character has since been deleted)
I got owned every. single. time.
And the handful of times that my team won, I always felt like I was just along for the ride, not really contributing much. As someone else (or persons) noted, a klingon generally has the advantage of PvPing from a lower level and so would be more likely to catch a load out that wasn't working for them immediately and fix it. Whereas my ship was worked just fine for PvE, but I always got owned by BoP's focus firing on me and when I did survive long enough, it seemed like any damage that I could inflict on the enemy, even the BoPs could be repaired by them faster than I could inflict it.
And by that point I had speced my character with those abilities in mind and had invested the skill points to rank all my Bridge Officers' abilities to the 9th level. At which point I just gave up on PvP with that character as I didn't want to have to respec him and go change my ability load out completely starting back at square one.
So I can't really complain that the game was unbalanced as my skill and *maybe* my loadout (I never asked advice on it) was lacking. And I also waited way to long to try PvP such that if things didn't work out I'd have to completely overhaul my character.
If my situation sounds similar to yours, then I don't think you can fairly criticize the game.
One problem I did have with the PvP however - and this might just be due to a small number of players pursuing PvP - was that I was seeing a lot of familiar names night after night as I was playing. So there were a lot of situations where there might be a really awesome Klingon player(s) on the other team, I get my butt kicked, then look to join another PvP match to wind up with the same opponents just to get my butt kicked again.
An idea that always sounded interesting to me, though I don't know if it would be too imbalanced, would be to have a certain type of PvP match in which there was a pyramid style of team formation where on the federation side there might be one or two tier 5 vessels, then several more tier 4 vessels, and so on with tier 1 vessels being the most common. And then they would be facing a Klingon team with a similar layout. Where players at all different ranks would be on a team.

What other abilities do you have on your BO's? I only see a few. Could you break it down by rank onboard the vessel.

Also, your Tactical consoles appear spreadout too much. If you want more damage output, consolidation to just one or two types of tac console will help. Such as 4 Phaser boosting consoles to boost the damage of all your phaser weapons.
Also specing one's skills properly is a big help in performance. Several good build guides exist on the forums. You may be amazed at how many points you can move around to tweak one's build.
While I don't claim expertise, that's a healer build, with a side of "I don't want to die".
Your lack of DPS is due to not being built to DPS. To me, this build says "find an escort, stick to him like glue and keep him alive".
I personally think Feds wouldn't have so much trouble with teaming in PvP if they did more teaming in PvE. At least there'd be more familiarity with which BO abilities are best at supporting a team mate if people actually had to support their team mates in the arena they play most (PvE).
Maybe cryptic ought to give the Feds a daily escort mission tuned to require the player to heal the ship being escorted. Put one squishy ship in the middle, a few NPC feds to act as wingmen, and some enemies trying to kill the squishy. The fed player would then have to get familiar with healing, resistances, and focus fire. If the squishy gets blown up, the fed player becomes the primary target, thus teaching them things about tanking, self healing, and evasion/escape tactics.
