Did you file a bug report? Bug reports go directly the the QA team. The forums get you nothing unless a Dev happens to accidentally stumble across it.
In a recent interview on the Priority One podcast, Farktoid and Zerionius (both work in QA) advised people to post their bug reports on the forums.
The reason for this is that QA reports are not going directly to anyone. They sit in the queue with 1,137,482 others just waiting there for the 5 people that work in QA to sort through them all. I'm sure they're probably up to number 100,000 by now.
Which means that if you file a bug report today there's a chance that a real live human will see it in about 5 years.

PS: let me know when you receive a response from a real live human to any bug report. And here's the obligatory, "Screenshots or it didn't happen."
This bug exists. Some people have no issues, some people can exchange a few, but not all, and the last two times i tried, I could do only 1 at a time. (though it worked a few weeks ago for me, as many/few as I wanted).

Same thing happened to me but you can trade, like eight or nine at a time until you have the number you need.

I did testing on this a couple days ago. Apparently you can only trade as many as you have open slots in your inventory.
I was able to trade one at a time, but no more than that?
My estimate of 20 is actually a low one:
I have 50 empty slots!
