You dont find it ... problematic.. that a reward item for something open to all toons, cant be used by an entire species?
That is my issue with the tribble rewards. The people who test the KDF stuff essentially get denied the reward or dare I say incentive, unless they play UFP toons of course. I dont think this situation is right to be frank. Dedicated KDF players are hard enough to come by anymore and their participation in events such as a test weekend should be encourage not discouraged.

No. Actually they don't.
Reward tribbles (namely the photonic, borg and fluidic) can be used by anyone, including all of the KDF.
Cool. I could swear people complained about not being able to use them before on their Klingon toons.
People have, but people were mistaken. Likely they never even tried.
Using them on characters who normally don't get benefits from tribbles produces the same "rejection" animation, but the buffs are applied to the character regardless.

This is correct. Rare Tribbles can be used by Klingon, only common Tribbles refuse the buff.
I wouldn't mind seeing klinks get the tribble buffs with a slight change of animation. klink pulls the tribble out, it trills angrily as usual, but instead of cowering from it the klink pulls a d'k'tagh out and menaces the tribble with it until it gives him the buff. Space PETA might not like it, but i doubt the Klingon Empire cares about them.

I hear that glommers are in the works to take care of the pesky *******s and give us the must coveted buffs. Barring that, my Targ ranch is starting to get hungry. Either way, a feast will be had by all.

Dislike Tribbles eh? Are you a Klingon perhaps?;)
You know you don't have to pick them up.
....and Tribbler set forth his staff in front of the Great Pharoah and responded "let my people go!".
