From what I have gathered, the intelligence of different Breen BO's seems to vary. People report it being unintelligent and seemingly unable to use it's abilities properly, and then ten more people chime in that it's one of their more effective BO's. It's kinda like the unique Borg BO, and how it's AI can be screwy.
It was a limited time reward form completing the breen mission arc weekly. Only option right now to get it is buying it from a player that doesn't uses his, or the exchange.

Mine seems to work great and the crowd control effect is great too.
That said, I suspect a lot of the people having BO AI issues (and those who really, actively hate ground combat -- not apathetic but actively hate it) are not playing as-intended.
In some games, you gimp yourself through gear and spec choices. There's an element of that here in STO.
But you really have to use the controls a certain way and play a certain way to do ground combat here, despite being permitted to play it in a lot of ways that aren't fun, without instructions on how you should play it. A lot of STO, I think, relies on prior MMO or gaming experience, particularly the more hated parts of STO.
Yet I see my Breen often just standing there not firing. I then flag him up close to the mobs and he then fights.
Interesting point but as a traditional melee player in other games, I tend to fight pretty close to point blank range and direct my BOs to do the same. I spend most of the fight weaving between enemies to try and get flanking shots, trying to keep the enemies at more than melee range but as close as possible otherwise.
