One of the things my fleet and I are looking forward is making missions in our own language (Spanish) but this brings on a few questions:
1) Is it allowed?
2) IF allowed. There remains the fact that we may want to make an english copy of the missions. Is it possible for Devs to make a copy of a mission so the creators can translate it?
3) If so, Is there a way to enable that for missions made by other people so users who speak other languages can make such translations for the coolest missions around?
4) If so, Why not let the multilingual players of STO make the same thing with the actual official missions? There are several languages not availiable in STO (Like Spanish) and lots of fans out there who like translating (Like myself. I'm a profesional english to spanish translator, in fact)
**** yeah. I've seen French, Spanish, and even an odd German mission.

Map copying isn't implemented (or "Save As" allowing you to have multiple versions of the same mission).
However, I'm sure you'd be allowed to publish your missions in multiple languages. (provided the game allows greater unicode support for some languages, like Cyrllic alphabets).
3) If so, Is there a way to enable that for missions made by other people so users who speak other lenguajes can ake such translations for the coolest missions around
Project sharing isn't enabled at this time. however, eventually, you'll be able to share and work on missions with all sorts of people.

Not only are there legal issues but there's also a potential for abuse with any fan translation that is permitted in-game.

It would be cool if the mission itself had a button to change between lenguajes, but that, I assume suposes some new programming.

Ideally, mission language should be a text box you enter next to mission description, if not a a drop-down list of supported languages at the very least.
One thing I'd like to note is that you'd need to be careful with certain phrases being appropriate in one region's vocabulary and inappropriate in others.
In English, a *** can be something you smoke, ***s can be bundles of wood in British usage. However, both terms can be used an offensive slurs against homosexuals (a big no-no).
Just be careful as Spanish (from what little I know) has more regional derivations that English does, rending some phrases obscene in some places while they're perfectly okay in others.
Yes, you may publish missions in languages other than English. However, we will not be creating duplicates so people can translate missions published in another language to English. As the tool develops however, we may eventually include the ability to support additional translations in the individual episode itself.
We won't however be opening the translation of Cryptic Authored missions to the community.
