Yeah, I kind of agree with you. The highest rank should really be Captain, *maaaaybe* Commodore or Rear Admiral. If I were running the game, only Fleet leaders [as in heads of guilds] would be ranked Admiral, and it'd be cosmetic only.
I think Cryptic should run a poll getting people's opinion on this, as it's a fairly fundamental aspect of the game. We're soon going to have what, RALH, RAUH, VA, A, FA; five different Admiral ranks in a universe that has always focused on Captains?

Having one of the top-tier command options be small flotillas of low-tier ships (like PC equivalents of frigate three-packs) would be a way for light ships to be made endgame-relevant without punting setting rationality completely out the airlock and make having ship pets still completely optional.

Sadly, that battle was lost a long time ago, and to rub it in, they have the NPCs address us by full ranks that should only ever appear on documents until we push forward to the even less reasonable Vice Admiral.
I think the OP is really jumping the gun here on this tiny snippet of information, but just to make it known... A personal FLEET is such a GRAND idea, that I can't even begin to contain my frothing bliss at the implication of such a system. I'm all for this, but, will you're AI Fleet fly around with you in sector space and go where you go? Or will you just hit a button in the tray to "summon fleet" and they all warp in 1 after the other in rapid succession? kinda like how the orion pets do for the new Marauder.

I don't think it's too late at all. At best they just rename the strings behind the ranks such that the highest rank is Captain. At worst they do exactly the same thing, but force players to run a compulsory mission which results in their character being "demoted" - i.e. their level staying the same but the string being renamed.
Seriously, run a poll on it. I've got a strong feeling most of us would prefer to have the game max out at Captain.
Its simple: as long as they dont make this some sort or requirement to complete a mission, then if you dont like they idea, dont use them. Its called free will, so dont feel like you have to campaign against an idea you dont like if its optional.

I would still say I don't want it. I want my ship one ship and it's crew and thats all. I don't want a fleet under my command. Like I said, I don't even like that I have to drag my BO's around in non-combat ground missions. But I'm not asking for removal of that mechanic. I just don't want to be forced into an enviroment where everyone has to have a bunch of ships around themselves to solo content.
There is no "cool factor" in this concept for me. I really am not into pets at all. I'm not out to kill the cool for you guys, i just don't want it required to be a good player. My ST "fantasy" never had me controlling more than one ship. I'm good with upgrading my sovvy, or star cruiser.

I agree completely. Hell, my character is a VA but, as far as I'm concerned, he's only a captain. I never wear the admiral uniform, I never use pips other than the captain pips, I tend to use the captain title, and I don't make my character look like an old TRIBBLE.
Personally, though, if they made the space "away teams" completely optional, I wouldn't really be against it as long as I wasn't forced to use a squadron of ships in missions.

I like the idea of "pets"/Squadrons/Wings/Flotillas, etc. But I'd prefer that they not be set up in a manner that requires we all have them.
Instead, I'd like to see the option to have these, but with a "cap". The hope is that in T5, the Flotilla Commander(this is what I'd call them), would not have access to T5 equipment or "pets". He'd be limited to ships that are two tiers below for pets, and 1 tier below for his own ship. Each ship would have a value, and his rank/skills would create a "cap" on the toal value of his Flotilla.
This would be done to "equalize" his Flotilla with that of a single Cruiser for the tier for which his rank grants access. This means(these are rough examples), a player may be able to have a Flotilla of one T4(own) and one T3(pet)...or one T3(own) and three T2 pets...or 4 T1 pets, etc, etc.
The lower hull an damage outputs of each ship compared to the actual tier for which the player is ranked, would be made up through additional BOff powers sloted for Flotilla use, meaning the Flotilla Captain may get an additional slot or two per ship, to be filled with BOff specials.
Ideally, the Pets would use them for themselves also(if the devs could figure how to improve the AI logic so it doesnt spam skills randomly), but they would also be available for the player to trigger also. Heals would be a likly BOff special to slot, because resists and and buffs would be ritical in maintaining the players lower tier ship amoungst higher tier opponents.

You seem unaware of the fact that exploration missions already scale the number of NPCs to your group size.
I would like to bring up something I saw in the "Ask Cryptic"

I don't like the idea of pets on space at all. I can live with it on the ground portion of the game, but in space is too much.
Half of the missions on the ground can be completed w/o a single BO, and yet they're required.
A fairly good chunk of the space missions require no other ship.
To be blunt, some of us hate pets. I can understand a class where it's strength may be pets (carriers anyone?) , but making all of us have pets when we reach a higher rank is ridiculous.
So, if you, like me, hate pets, and just suffer w/ the BO's because it makes sense for the most part, then please sign this to let the dev's know that this mechanic shouldn't be forced on all of us.

I wouldn't neccessarily be so specific. I don't play STFs because I don't care about Raids. Little of their gameplay seems to be to my interest and they seem like a ton of work. I miss out on story, which I don't like, and soon I'll probably miss out on cool rewards, too. But so be it.
The important thing is nothing as Vice Admiral forces me to do a Raid. There is other stuff I can do.

But it might be intersting to see them add some kind of gameplay modes and special missions that support this. For example - imagine Fleet Actions and certain PvP game types that "support" Flotilla play. MAybe with a mix of players of different tiers even, allowing a higher tier ship commanding lower tier player ships (with command creating some type of mechanical benefits, but not forcing anything).
That could be very interesting. A new weekly series might contain a "traditional" ground/space combat arc with puzzles and diplomacy, and also occassionally contain a Daily "flotilla" mission. That doesn't sound bad...

My question is -- what kind of gameplay do you imagine with a "pet fleet" ?
I see the option of generic instances there you face more than 1-3 enemies and you have along 2-4 "space pets" that you can "order" to preform offense/deffense , or you could arrange them in specific formations/attack paterns (at least 3-4 different attack formations) .
(basically like a photonic fleet , but with actual some control over the fleets movements , formations and objectives .)

I know most people do wish for this, which has been the case since the ranking structure was first revealed. The problem is that the devs have pretty much told us this is how it's going to be, and it won't be changing. That's the only reason I say it's too late.

It does make me wonder if Boffs will start getting space traits and if our weapon skill choices will effect the whole fleet.(I'm guessing not.)
Out in far left field...It could be kinda cool if we upgraded our borg or breen boffs to captains we could could choose a ship costume of their faction.
I'd also like to state that I prefer cryptic's path on giving the players what they want. I will say it will always be a bit of an open wound with the whole skill cap thing, but since I've came back the sting is alot less.
An MMO company's stance more on the side of asking "what do you want?" is vastly superior to the fairly typical stance of "You'll play what we want to make" in my opinion.
There are always people who do not like new things. No matter what that new thing, people will not like it. If the Devs were to not do something every time people did not want them to do it, this game would go no place at all.

In a generic sence I'd say not a huge amount of action would need to be taken. For fleet admirals normal mode would be deemed Easy mode, Advanced would become "Normal" and "Elite" would be Advanced. Only thing they might want to concider is an "Insane" mode to trump Elite.

I would like to see us have to promote a BO to be a CPT of a ship in our private fleet. That would make for some interesting choices especially, if Cryptic required so many "hours" of service in a rank for BO. :eek:
So lets see do I keep the BO3 BO or promote him and give him is own ship? Decisions, decisions... After all he has been with me since I first received my commission. A good loyal officer with a special talent is hard to find -etc.....
I love this general trend... I have some admiral BO's waiting for their own ships... they are loyal and proven in combat and deserve to advance. They have served on ALL of my ships throughout my career and I refuse to part with them.... We should be able to crew our old ships and have them available for SOME of the content.
Exploration missions are really fun with more players... I could fight larger more powerful groups "with my own fleet" or task force or squadron or whatever.
I actually like the idea of commanding a small fleet of pets. I think it would be cool if were able to promote our Boffs to captain to take command of the other ships. Even if it works mostly the same as the Photonic Fleet power. Maybe just add a fire on my mark command, and some kind of formation command.
As far as all the admirals running around, I look at it this way. STO is about me. I'm the one who fought the Borg on the Khitomer and Vega colony. I'm the one that Admiral Quinn noticed. I'm the ONLY one this happened to in my mind, when I'm playing. I'm the one that is more awesome than everyone else, and I'm shooting through the ranks because of my extreme awesomeness. Nobody else. In fact, I'm so freakin' awesome that Starfleet can't afford to put me behind a desk. I understand that in reality every RL player went through this, but in my imagination it's just my toon. This makes way more sense to me than having 100,000 admirals running around.
Only one ship rescued the SS Azura. Only one ship went back in time to rescue Miral Paris. Only one ship discovered the Romulan/Borg protoypes and destroyed them. Only one crew went down to the fire caves of Bajor. The game is explicitly set up this way, though you can share the glory by teaming up with other players. But the fact is the pve is a game for one ship and one captain or at the most up to 5 ships/captains. Star Trek has always been centered on one group or ship or crew. So is STO. So the only other admirals in the game are the NPC admirals, my friends of that rank, and the ones I see right around me at ESD. It breaks the suspension of disbelief otherwise.
Arguably we should never have achieved admiral rank. The films dealt in depth with Kirk's dissatisfaction at being an admiral instead of captain of a single starship. Instead of dealing with that, we just all become admirals but still do the jobs of captains (many times the jobs of lieutenants like scanning rocks). But if we are to be admirals, we should be promoting boffs to captain and running fleets instead of one ship. Adding that as an option for gameplay is the right thing to do; forcing everyone to become a pet master is not. If the OP wants to stay a captain of one ship, there should be no problem. Missions already scale up according to the number of player ships; the same could be true for using single player controlled fleets. It's one way at least we can actually be admirals.

Thats not true in the slightest. Shakkar's post is exactly my feeling on it... almost, lol. One ship has been good enough for everything so far, why would we need more?
I love how Dan said he wants the game to be more trek, and then says he likes the idea of having players command multiple ships at the same time, even though the shows were 1 ship shows. Well, DS9 was a station + runabouts + Defiant, but you know what I mean.

You seem unaware of the fact that exploration missions already scale the number of NPCs to your group size.
Maybe the option of being demoted to captain, and still play with other Admirals in one group would be great.
