I've browsed a psot or two about the shirts and what nots. This is ny take. May have been said but hey its my two cents.
1. laforge and worf both wore red in the very beginning of next gen. being that it was called command there was no need to switch uniforms to be a department head. Worf did switch back when he transfer to DS9.
2. if red is tactical meaning security.It is part of tactical operations and not "yellow" operations.
3. If you consider takeing from the tv/movie series which most things do come from. there are alot of contradictions. Red is for the command tract. where as yellow is for operations which also mean pilots/navigators and security fall under that catagory in shipboard operations. That would make the captain and maybe the 1st officer the only ones wereing the red uniform. the 1st officer is still in a department head slot. ie spock and Burgoyne 172.
4. havent mentioned engineering as the biggest issue has seems to be red. but as stated engineers are part of operations so that kinda of a give me.
5. funny thing science/medical has always been blue when all othes have gone tru the rainbow go figure.
The game is what it is. like any rpg or mmorpg run with the class and shoot for the stars.

The various series were inconsistent with how the departments were represented. For example, Data was chief Science officer but I think they put him in gold either to reflect a special role in ops or a heavy presence in Engineering... or maybe just because it complimented his slightly yellow complexion and yellow eyes.
Ops seemed to be divided between red and gold in TNG as near as I can tell.
I'm glad we do get color customization because it does give us liberties as well as allow us to create new uniforms from old patterns.
I'm generally quite partial to TNG uniforms in DS9 colors, which resembles the cadet uniforms... and when TMP uniforms hit, I'll probably get them; I'd never wear them in canon colors, which look bland to me, but I do like the cut of them and will probably wear them in TNG colors. (Heck, what little we've seen of Riker from the Imzadi books suggests a future where TMP uniforms came back with a new black-heavy color scheme and green became the color of command. Granted, all we have to go on really is maybe a few light passages and two book cover illustrations.)

tng wasn't really THAT bad imo. it just swapped the roles of red and gold around. data was operations, which would technically fall under engineering anyway imo.
I think there was some dispute concerning Data's role. I seen in some sources that he was the Science Officer and others that he was the Head of Operations.

i think the problem is that the roles of people like spock and uhuru were all but obsolete by the time TNG came around. communications was handled by tactical, and sensors seemed to be shared between ops and tactical too.

In the end, it was about group dynamics, which trumped consistency.
