Worf calls for immediate Type-2 Phaser recall

Ambassador Worf at the Great Hall on Qo’nos today condemned the United Federation of Planets of perpetrating war crimes against numerous species, today in an appeal to the galactic community. The theme of the speech was the temporary cessation of aggression between the Federation and its neighbors, as well as the indictment of President Aennik Okeg and key members of the Starfleet command structure.

Worf, a member of the House of Martok, brought to light evidence of Starfleet’s use of the now infamous Type-2 hand phaser. The weapon, banned by the end of the 23rd century, was deemed a “vile and unnecessarily pain-inducing” weapon by the Federation senate. Many other governments agreed, forcing the weapon into immediate retirement and replacement by the Type-5 phaser.

Until now, the Type-2 phaser was forbidden to be manufactured by any facility in Starfleet. Even museum pieces are removed of all electronic components, a signal to the galactic community that the Federation of present abhorred its history with the weapon. Recently, however, it has found its way back to the front lines.

The weapon can be set to multiple settings, ranging from a stinging sensation to the controversial vaporization setting. While subsequent phaser systems are also capable of vaporizing objects, they can do so instantaneously. The Type-2 phaser has a one second delay between the shot hitting the target and the target's vaporization, thus leading to the weapon's condemnation as a “tool of war criminals” in a 2297 internal Federation Senate report.

“We are aware that the Klingon Empire has recently, through skirmishes and major conflicts along the neutral zone, come into contact with Starfleet personnel armed with Type-2 phaser systems,” said Federation spokeswoman Commander Naomi Wildman, also station commander of Deep Space Station K-7. “The fact of the matter is that an arms race occurs naturally between two sides at war. That our exceptional engineers were forced to return to a design from our past - a weapon with a notorious history at best – speaks volumes of the state of war begun, and escalated by, the Klingon Empire.”

“The Klingon Empire could cease their incursions into the Federation, which was the direct cause of this weapon system being re-implemented,” she added when further questioned.

I was able to catch up with Admiral William T. Riker, whose name was on the indictment. Recently returned to Mars from a shakedown cruise of the U.S.S. Hood, Admiral Riker had little to say.

“As someone who served with Mr. Worf, I can tell you that he believes in his principles. Unfortunately our two governments are at war on multiple fronts. The emergence of the Breen in the Pelia sector is a cause for concern we can share.” The admiral concluded his comments with an expression of hope that the Klingon Empire would “overcome their thirst for blood” and sign a cease fire, permitting the two sides to once again come together and ensure a lasting peace in the Alpha Quadrant.

Ambassador Worf and Admiral Riker served together for a considerable time on the U.S.S. Enterprise, under command of then Captain Jean-Luc Picard. The Klingon officer, acting as tactical officer and security chief for Starfleet’s flagship, was transferred to Deep Space Nine near the planet of Bajor when tensions rose between the Federation and Klingon Empire. At this time, the full breadth Dominion War not yet realized and the Klingon Empire was beginning its expansion into Cardassian space. Assisting in Federation-Klingon relations, Worf proved himself vital to the security of the Bajoran Wormhole and to the Federation as a whole. During the Battle of Sector 001, a fateful day still remembered on the inhabited planets and colonies of Sol, Worf commanded the U.S.S. Defiant and accompanied the crew of the U.S.S. Enterprise on a mission that is now legend.

Following the Dominion War, Worf became an Ambassador to the Federation for the Klingon Empire while holding a vital position in his house beside Chancellor Martok.

“Four hundred years ago, these actions would have been called ‘crimes against humanity,’” Worf told his audience. “Had this weapon been used on other members of the Federation, there would be an outcry demanding those responsible be put on trial. But because we are Klingon, because we are at war with the Federation, the greater community has turned a blind eye.”

Reports of a similar weapons programme established by the Klingon Empire around the same time have been deemed “unsubstantiated” by many news services. However, it should be noted that Federation embedded war correspondents are not given quarter by Klingon ground troops.

Also, rumors of bizarre activity that may have claimed the lives of civilians along the Klingon neutral zone, specifically at Drozana Station, have been dismissed by Starfleet Intelligence. No investigation is ongoing.

    Overwhelming response to Ambassador Worf's speech last week has led to a series of protests across the Federation. The organizers, who mostly set up outside of government buildings and in public squares, demonstrated both against and in support of the Klingon Empire's accusations.

    "We don't understand why Starfleet would bring such a destructive weapon back into its arsenal," said rally organizer Jalen Gorath, an Andorian who holds a prominent position in the local Andorian government. "Andoria, as a founding member of the Federation, believes this part of our history is behind us." Following his brief speech to the protestors, Jalen Gorath was escorted by his security team to the Andorian embassy to meet with his planet's ambassador.

    Late last week on Celes II, protests in support of the war effort and denouncing the Klingon Empire's claims brought a stop to planetary industry. It is reported that nearly a third of the population, primarily miners and engineers, assembled in front of the Celes II Planetary Council in a rally that accused the Klingon Empire of hypocrisy and war mongering.

    "Those Klinks are just trying to agitate more species against us," one protestor said.

    Though there was no official organizer, the head of the laborer's union on Celes II, Arthur Pleasance, had a few words for this reporter.

    "I'm not here to say that the Federation is doing anything right or wrong, but we are at war. The Klingons, the Romulans, the Cardassians: all of these species use disruptors which I hear cause devastating damage to our own soldiers. The fact of the matter is that we can not sit idly by and allow other species to use weapons that we are unwilling to use based on what some people don't think is right."

    Other members at the rally expressed agreement with this statement.

    "They're scared now, that's why they're bringing this up," said a major voice at the rally. "We've shown what we're capable of, and now they're scared."

    Celes II is a major source of dilithium to the Federation and Romulan Empire. Its political voice has become greater over the past several years because of the importance it has in the Romulan reconstruction. The wealth of dilithium on the planet, as well as its proximity to the border, makes it ideal for the many transports supporting the Romulan government. The planet has traditionally supported conservative issues.

    Though no formal statement has been issued by Starfleet or by the Federation, sources within both organizations say that a committee will certainly be convened to look at the accusations made by the Klingon Empire.

    Captain Julian Bashir, a doctor who leads a research team on Borg counter-nanite technology at Starfleet Medical HQ on Earth, has experience in treating disruptor burns.

    "The problem with disruptor blasts isn't the degredation of cellular matter anymore. Disruptors can be packed with other materiel, such as antiprotons as is the case with Romulan hand weapons. If it came down to it, I imagine I'd rather be shot by a Klingon than by any number of species.

    "As long as I was around to patch me back up."

    Captain Bashir's opinion has not been endorsed by other scientists or medical officers, who claim that the Klingon disruptor is still a barbaric weapon.

    Conflict has increased along the border over the past several days, undoubtedly a response to the Ambassador's remarks. Several species have also withdrawn diplomats from embassies across the Federation, leading some to believe that the Klingons are leveraging their military strength against Federation allies in an attempt to weaken Starfleet. Several new ship classes have been spotted in and around Federation outposts to support this theory.
