I was under the impression it was going to be an optional target via cursor update, and some of the weapons would be getting an overhaul. Now, it seems like it may be much, much, more.
Please do NOT change ground too much; I really like it! Sure there are some crazy dual-pistol NPCs, but they can be fixed by themselves. Please make sure that whatever crazy targeting mode you add, it is actually optional. Please just add more missions with unique flavor - perhaps it's not the mechanics, but the storytelling that needs work? (There's a good post I'll try to find that makes that point much better than I can).
Anyways, I like ground the way it is, but I will definitely be testing the changes on Tribble.
I'm all in favor of a Mass Effect style combat, which is already close to what we have. The 3rd person over the shoulder view plus farther camera for non-combat. I think it's the AI that needs the work. When my boffs and enemies charge and run circles around each other for no reason other than 'they can', we know something's wrong.
Mass Effect has a very good battle system. STO would be lucky to have something like it. However a lot of people would whine because they don't know what a good battle system is.
Alright, a decent cover system would be cool. I would imagine it would require reworking all ground assets to include what type of cover they provide, which may be why they pushed it back...
I haven't played Mass Effect yet (I know, I know, I'll get around to it eventually) but I have seen some footage. I'm not sure I would be a big fan of clicking to use powers in an MMO.
MMO crappy controls is a problem. I'd love clicking left click to shoot and stuff like that. No ridiculous amount of buttons. Most MMOs use like the entire keyboard.

True, but then how would you activate any other powers? You'd still have to press a ton of buttons.
Movement and attacking:
WASD + Mouse for movement.
Left click to shoot.
Middle Click to use your 3rd attack associated with your weapon (melee).
Right click to fire your secondary attack.
Middle mouse scroll for zoom.
With mouse and WASD movement there's no need for strafing buttons since you can do that with the freakin' mouse.
Run - Shift
Crouch - Ctrl
Switch weapons - Z
Space - Jump
Space + Shift - Roll
Items and Abilities would be assigned to the following:
1-5 (easily reachable numbers even with my small hands)
Q, E, R, X, C
Interact: F
(There might be a left handed version too :P)
Now you might see that we have more UI abilities than we would properly map. That's a common MMO issue. There's no reason to have so many abilities available. If anything many games have demonstrated that if you have a limited amount mixed with a lot of choices you can get some pretty great gameplay via people having different combinations. Instead most MMOs give you a ton of abilities and people expect to have them ALL in the UI and ALL usable. That's stupid. :P
So yes, limit our ability count. It makes the game more diverse and more interesting when you have to pick and choose.

We need cover at least...
