The more I think about it and the more I read about the designs behind this game I realize that the Klingon side will never be as robust PvE wise and the Klingons were developed as a PvP Faction. No big duh here. But this is what I think should be done to make the Klingons more interesting to play:

House warfare. When the game wasn't even out yet, there were lots of talk about how the Klinks would have massive fights, not just against the Federation but against each other as one House vied for power against rival Houses.

This has NOT been explored - and there is an easy solution to be found. Why do you play a Klink? To PvP. So make some Klingon sectors PvP active, or make a few sectors dedicated to open warfare, with some systems that have PvP "Fleet Actions" where you can have two rival Fleets go at it with the backdrop of an actual mission behind it.

Fed players are not all playing to PvP - so it makes sense that PvP is totally consensual. But no one makes a Klink with the plan to run him as a totally PvE character (ok a few people do), but the Klink side was no designed for that. It was designed for brutal PvP action and you need to push and stress this further.

Have some sectors remain PvP-consensual but have free-fire areas where players of different Fleets can go at it like cats and dogs.

Make the Klingons what they should have been.

I have two Klingon side (neither is actually Klingon) characters. Neither PvPs. Neither ever will. If something like you suggest went it, they'd be deleted the same day. I want to PvP about as often as I want monkeys gnawing on my toes: never.
