It just takes some long, hard work and luck getting diplomatic missions when you're not directly led by Ambassador Sugihara. I wish you luck on your mission!
Just remember to stop by all the important planets for their associated Diplomatic missions!
That is pretty much what I've been doing too. Still, it give you a chance to work on the accolades for exploring places X number of times (I hit 15 explore delta volanis missions completed last night). I'm not quite envoy rank, but only need another 50 diplomacy xp for them.
I also noticed that on the patrol missions you have a fair chance of getting a diplomacy mission as one of the patrols you need to do.
It has taken about 3 weeks of dailies and running around doing these missions, but I finally got there. Seems a lot easier on alts as they have added diplomacy XP to a lot of the patrols.
However, knowing that the last leg is the toughest, you can prepare a bit to make it seem easier.
Save the planet based diplomatic missions for last. That way you also get max benifit from diplo XP awarded from sector patrols. Also, when you reach that last leg, you can begin to get First Contact missions from Sugihara. If you solve the mission in an optimal fashion, you'll get 20 diplo XP instead of 10 (if you don't you still get the 10).
I'm on the "grind" also. I have 150 Dip xp to go until Ambassador. It's sometimes boring, but I'm enjoying finding missions that "Captain, kill those blasted Borg/Klingon/Romulan/Orion/etc. ships" isn't involved.
Love the First Contact missions. At least they have options for responces. I think we need more missions like this ingame.

I just did the grind through Ambassador Sugihara's investigation missions. As you increase in rank you get access to more numerous amounts. You get three every 30 mins or something like that by the time you reach max rank.
First Contact missions are fun, but you only get offered those when you are Envoy rank, so I don't think you've done those yet. They give 20 DXP for success, but are fewer in frequency (e.g. you only get 1 every couple of hours).
I think I did just do random explores, but that was to gather data samples for crafting too. Went to the lower tier explore zones like Eridan Belt to minimize the chances that it would be combat.
And of course there's the diplomacy missions in the game like getting O'Brien a jumja stick, sorting out the Ferengi on Memory Alpha, getting Quarrantined, helping out the Cardassian Guls, exposing the threat on Vulcan and helping Ambassador Surah on Starbase 39.
Speaking of Surah, there's that Breen patrol that offers DXP daily now too. I think you also get 10 DXP for doing Everything Old is New Again without combat.

I ignored the Diplomatic ranks until I ground out VA, which I did in 28 days. I then began dailys in B-Tran which provided some diplomatic reward points and started to take more and more missions from the Ambassador Jiro contact.
Though the limited number of missions provided at one time and the travel ranges between them felt long, When I reached Envoy level I could smell the title and really set my mind on getting that outfit
So what I did was spend time in the Betraka Cluster and Del Volanis? I think I have those right, and just spent a solid day and a half flying between anomalies looking for missions that would give me the points needed. Exiting any that would not.
I ground out over 340 points in a little over a day this way. At times it felt it would take forever, but adding in as many first contact missions as I could along the way helped ease that feeling.
there should be a area that you can go and do aid the planets more than once every 28 minutes or somewhere you can go to do mainly diplomatic Exploration with minor non diplomatic exploration missions. so the other way to the way it is now

I disagree, the Aid the Planet missions have a chance to give Ultra Rare loot, and the last thing we need is for the mission to be devalued by gold farmers.

true i forgot about the loot was more wanting the diplomatic xp maybe have 2 tiers of aid the planet one that give the reward and one that gives doulbe diplo XP as they can't pay you with the gift

They used to come up all the time, back when they were broken. Since they have been fixed, they rarely come up! Good rewards from them though
It really bugs me when you get a Diplomatic Mission from Jiro, get all the way to the place and then find that some NPC's spawn to turn it into a combat mission therefore losing the xp. Or for some reason the beam down to planet is bugged and I have to leave the system, again losing the xp. I have had these happen a few times which makes it irritating...
My current method is to constantly repeat explore missions in a given area to grind up the accolade at the same time. B'tran would probably be the best bet so you can do the daily at the same time.

I would hope it's random, and I'm pretty sure it's random, because when I first explored Arucanis, I ended up with three aid missions consecutively. That was an expensive five minutes.

My thoughts still stand, though things are a little easier now with the new Diplo missions (The Breen/Deferi's Cold Comfort), and Everything Old is New Again has an Accolade that gives FDX. And more importantly, there's the Breen/Deferi's Rescue Deferi Captives Daily that gives FDX daily. This last one alone makes thinsg *SO* much simpler.
