Since it seems that things only get fixed when someone whines loud enough to get dev attention, here's my go at it:
Tac Team sucks, probably the worst skill in the game, yet many use it because they have nothing better to put in the tac ensign slot. Make it better. Give it some kind of boost to crits or defense or something to actually make it worth a damn.
And even though it's fast, the Tactical Buff boosts weapon damage.
The boarding party is about the only good thing. Removing tactical debuffs alone isn't even worth putting your sci and eng team on cooldown, and the weapon damage is so minuscule it may as well not be there.
Its somewhat useful on an Escort if you use it right before you fire off a High Yield III.
But yeah finally fix it so it removes those damn annoying Borg boarding partys.
Any usefulness is more than offset by the fact that it puts ST and ET on cooldown.
Exactly, for me to consider Tac Team worth it, it would need to be on par with ST and ET in terms of gameplay value. Currently it does not. Either it needs a bigger damage boost, or it needs a bigger umbrella of abilities that it de-buffs you from.
I gotta agree. Kim has one Boff with Tac Team II that I equipped for the Borg fights, but using it eats in Sci Team which as a tac in a science ship she kinda needs as a self-heal ability. I find that I get more out of Sci Team, so I have been actually thinking of training that Boff away from it.
TBH if your crew had more of an effect on BO/Capt skills Tactical Team would be much more useful. Tac team give's you a 25% boost to crew in addition to the other abilities. So make crew level have a larger effect on bo/cap skills and it becomes a useful skill.
Obviously Tac Team doesen't need all of these things, heck it doesn't even need to be as good as eng or sci teams, it just needs to actually be useful instead of detrimental to equip, especially seeing as there are no good non-beam skills at ensign level.
Aside from the shared cooldown with Sci Team and Eng Team, I find Tac Team to be a bit useful...but I also agree that there could be some boost, even a minor one, to make it worth fielding for more than the weapon boost and to remove boarding parties.
Actually now that I think of it, just breaking tractor holds would make the skill very much worthwhile to invest in. One annoying thing at high level pvp is tractor spamming combined with subnuc spamming, so even if you have one skill to break tractor holds they will inevitably catch you in one. Another method to break tractor holds would help to further balance the game and reduce annoying spam.

reduce global cool downs,
increase defense,
increase accuracy,
increase crit chance/severity,
break tractor hold,
etc
