It seems more logical to me to have a more open pvp. The two factions have their own sectors so it's an enter at your own risk type, if a federation ship enters the Klingon faction space they can be openly attacked and vice versa. The none faction space is none pvp. Just thought I'd add my thoughts on the pvp system.

I agree with you.
Unfortunately within a few hours this thread will be full of those who are terrified to measure their skill against living people (in the UO days wasnt this the point of an online game?) and would prefer to play watered down easy monsters.
It's like taking an exam you already know the answers to so that you can get two gold stars. They just want the stars, they don't care how they get them.
the problem with this is that Klingons do nothing but PvP and the new featured mission is in the PvP sector block. where does that leave lvl 10 feds who don't have a clue about PvP and are just levelling?
I assume everyone who suggests open PvP goes to Kerrat regularly, where they join in the free-wheeling combat without whineing and moaning.
I suspect, however, that people like the theory but not the practice. (And note that Kerrat is still level-banded.)
You might think so, but I have seen many posts from both sides about their side having been Jumped and Boned in there. From those posts I get the impression that they don't go there because of that problem.

This would be the issue. That is really what's screwed up about PvP in STO IMHO. People who have no desire to PvP are really forced to do so at the top end game to get the marks and emblems.
People who want to PvP will do so at all levels not just the top end game. And those people would have no problem with open PvP zones. That group is not the largest group of players however and so will not be the ones catered to.
There should be some sort of territorial game and some zones for open pvp. However in those zones there should be no PVE content in which people who don't like PVP aren't forced to go there just to do those missions.
I have no problem with some sectors being designated open for pvp just as long as it is optional to go there.

You haven't thought that through. You fail to account for:
1. posability of level mismatch
2. uneven populatuions between factions
3. that the players who volinterily enter their oponent's space will by nesesity be attacking those who chose _not_ to take the rick and enter enemy teratory
4. what's the point of participating? (asside from griefing)

The only problem I see with the PVP in Kerratt is the complete lack of protection around the spawn point. Just the other night I was wanting to warp out but some *&^**% kept spawn camping me, I even stayed dead for two minutes hoping they'd get bored and leave, but no, I finally entered a cap n hold, that took long enough for them to wander off.
The free wheeling combat would be fun, I think, with no stuck Borg mobs and protected/random spawn points so when one's had enough and is ready to leave one can do so.
I don't think there should be a PVP sector, but maps could be added to Eta Erdadin (or whatever) that are marked as open PVP. Basically Kerratt w/o the stuck Borg and with protected/random spawn.
Having sectors that can change hands would be a nice addition, but should be without PVE content so those not wanting PVP aren't compelled to enter. They would add a nice dynamic to the game and when the time comes for a third or fourth faction it could really get interesting.
I'm all for Open PvP, and a much more intense focus on the war with the Klingons.
I think if I could have designed the game, I would have made the majority of the focus be on this conflct, and incorporated it into the game more heavily.
I would have done away with the Cardassian / True Way / Terran Empire plots.
I would have put the majority of the PvE focus on the Romulans, trying to take advantage of the war to get a leg up on their advesaries, the Klingons and Starfleet.
I would have never introduced the Hirogen or the Undine into the game. These species bleong in the Delta Quadrant. Also, the Iconians would have never been introduced, or their story would be a short series of episodes.
The Borg would have been given a more "spoiler" role, like the Scourge in WoW. An enemy the Klingons and Starfleet would have to begrudgingly work together to fight. They would have been more of an occasional invasion event, rather than a central storyline.
PvE content would be focused on side-stories to the war. Providing support to the frontlines, keeping the Romulans out of the fight, and diplomatic relations with lesser known species in order to either get them to join your side, or keep them neutral in the fight. And the PvE would be equal to both the Klingons and Federation factions.
End Game would be an epic PVP struggle for sectors, where areas like Cardassian space, Pi Canis, Eta Eridani and other locations would be the focus of non-stop battles to control the sectors, based on a "slider" type system that determines which faction is in control. There would be plenty of PvE content as well, for those that don't like PvP, but it would still be focused on the war.
I would not have played your STO, and neither would a lot of others. The PvP population is a tiny percentage of the MMO playerbase, and inflicting PvP on those who don't want it is a recipe for failure.
