It sure would be nice if the skills trainer at Earth space dock would inform us that the skills we are trying to teach our officers can not be taught to them because of the position the hold on the bridge.
Example: You have a Commander that sits in an Ensign assigned bridge post. You want to train the Commander in new skill; however he cant use the Commander skills because he sits in an Ensign Bridge post.
To further aggravate the problem, the skills trainer at Earth space dock allows you to train an officer without telling you that you will never be able to use the skills you are buying. You dont find out this out till after the fact.
I strongly suggest a filter be installed to save player time, aggravation and hard won merits points.
It is one thing to get beaten fair and square in battle. That what we are here for., but to have to fight flaws in the structure of the game its self.. No.
The skills you're training them in aren't going to waste. You can switch the officer assigments up whenever you want, and higher tier ships have higher ranked consoles.

But what if you are preparing your Bridge Officers for assignment on another ship that you will be using? How about if you are training a Bridge Officer that isn't on your Bridge assignment? What should he tell you then?

I disagree. "Never" is a little strong. You can use any skill that you purchase, you just might have to change ships to use it. Just because you can't use it on your current ship doesn't mean you can never use it.

A filter would be fine, but what kind of filter? It cannot say "filter out unusable skills" because the game cannot determine your plans for the future. As I said before, what if the Bridge Officer is not on your Bridge Assignments? None of his skills are usable then. If an additional filter would be added it should be to filter out the ranks. Only show ensign, lt., lt. commander, and/or commander ranks.
I am not trying to put down your idea. I just feel it needs to be thought out a little more.
Your both absolutely right of course, but the process is just soo needlessly inefficient. Sigh..
I'm struggling to understand the inefficiency though. If you want to train a boff in a skill its rather straightforward, and consoles follow a simple progression.
