The reason why the Federation doesnt have allies is because they sooner or later became members of the Federation. And the Federation is in a sense one big alliance with over 150 members.
cardassians are on their own at the moment in game you know, the ones you fight are part of the "True Way" movement that want a return to the militaristic regime before the whole dominion war. cardassia itself is actually quite friendly to federation, mostly because they require supplies because the dominion bombed cardassia when they betrayed them.

I could be mistaken but I could've sworn I saw something where the Feds and Cardies were in talks to have Cardassia join the Federation. Could have been the "Path to 2409" deals they used to have on the site.

could be mate, i only know that Cardassia and the people that are loyal to the current government arent in good shape and dont have enough numbers to protect a lot of space, in fact, i think the only ones you can find that are under command of cardassia and friendly to the federation are IN the cardassian sector lol not much at all !

The Federation is being a bunch of gullible jerks : they've gone to war based on faulty intelligence and direct manipulation at the hands of the Undine (with indirect manipulation by the Iconians).
Frankly, I side with the Klingons from the story perspective. They're responding the best they know how: not continuing up with false fronts created by enemies.
the cardassian government are their allies (the feds are helping to protect their borders from the terrorist group the true way), the ferengi are their allies (probably more of a business trade agreement) and so are parts of the romulans empire, (as it has sort of broken up and some have been accepting help from the feds).
so whilst they dont have one big group helping them from a military standpoint not everybody is at war with them.
and yes the feds are being damn stupid when it comes to the undine. if this was a sho once the feds realised the undine where messing with them they would have began working with the klingons again to stop them.
thats why i wish at higher levels the klingons an feds would be allies again as they battle the undine and borg together to make the story feel more progressive. although its tricky to do in mmo's where everybody is at different stages of the game.

Cardassia IS allied with the Federation economically and military wise too. Cardassia's current military is more of a police force and they only deal in their own space basically. The Federation signed a treaty that would make the Federation the protectors of Cardaassia and it's current government. Starfleet would supply extra defenses and they have a defensive pact. If anyone attacks Cardassia or it's government Starfleet is bound to intervene.
However, this is a stance that Starfleet has not taken in a long time. Cardassia is basically in civil war. Usually the Federation would defer to their "non interference" TRIBBLE however due to the Dominion War and circumstances the Federation is making Cardassia and exception. The war changed the Federation and they're very willing to make exceptions these days, especially for Cardassia.
Anyways, unlike Starfleet in STO basically trespassing in Romulan space (arguable since there seem to be many factions and governments in Romulan space after their planet exploded and now the Federation only chooses to recognize certain ones)... Starfleet is INVITED and is SUPPOSED to be in Cardassian space. They're supposed to be dealing with the True Way. The Cardassian government and the Federation are 100% allies and very closely tied.
It's just that the Cardassians are not actively exploring or dealing with stuff outside of their territory besides the True Way which is not recognized as a legit body.

Afterall, what better way to conquer a galaxy than to have it weakened with the major powers in the galaxy at each others throats. Come to think of it, where have I heard that strategy before? Oh yes, The Dominion almost won the Alpha and Beta Quadrants that way.

Once that has been accomplished, and you Feds are a part of our Empire, you will then fight the Romulans and True Way and Terran Empire under our command.
