It could be a server not responding pop-up (not just the test at the top of the screen). That happens occasionally, especially on Tribble and the other non-live servers.
I have this occassionally, due to lag and my satellite connection.
It says the same thing as when you reach the edge of a map "nothing on the sensors captain, charting a course to nearest something-or-other"
Its also sometimes accompanied by your character appearing to fall through the floor or something before snapping back and finishing the loading of the zone. The message happens because the map isn't fully loaded yet so your client "thinks" your outside the maps perimeter, but recovers a second later when it loads.
Nothing to worry about, though you might want to check your proxy and firewall settings.

It's probably due to lag. When you're in-game, you can check your latency.
in the tutorial its caused because your character exists "in the background" while the movie plays, and it takes a minute for everything to load in.
As long as its not happening EVERY time you change zones in and after the tutorial, you shouldn't worry.
