The recent new playable factions survey understandably missed the Orion Pirates as a playable faction. They're a minor nuisance to the Federation at best, but that's on the "macro" level. We're playing ship to ship. Imagine as player Orion Pirate being able to slip into other player's missions (or PVP matches) and reeking havoc for profit. Imagine always needing to look over your shoulder in those dark far off nebula you're exploring for those pesky pirates players just waiting to plunder your ship. AND because the Pirate players blunder... procure, from all over the galaxy, they can make some very unusual weapons or ship components from all that "alien" technology. The "Orion (Black) Market" traders (pirates), as players, would also wander from system to system plying their trade. Guild's of traders could be formed.
The idea is they can go anywhere, but are limited for the most part by the "legal" trader size/type of their ships. Always neutral, until they role out the Skull & Cross Bones.
I've thought about this for a while, and I honestly think this "faction" would add an entirely new dimension to STO. Hunter's would always need to be aware that someone might be hunting them if they make a mistake. A Federation Dreadnought might be plundered if it gets damaged too much in a fight.
Orion Pirates would be loved (because they have the best, unique stuff) and hated (because they just stole it from you). They're the perfect shake up for STO.
Orions surrended to the Klinks. They're part of the faction now.
Actually looking over the timeline it looks like the Orions and Klinks signed some kind of mutual defense treaty. So unlike the Gorn & Nausicans, the Orions didn't so much surrender as sign up.

Klinks only accept surrender. Treaties are for he weak-minded Federation fools.
