For everyone who wants to do that there is someone who feels that it's an IP continuity breaker. There's no way for Cryptic to please all its fans in this issue.
This has been brought up mutliple times. I'd like that ability as well. The fact of the matter is that this is a Star Trek game, and people want to fly their favorite Star Trek ships. In my opinion, whether it's logical or not to have a Constitution flying around doesn't matter. It's a game. It's pretend. You can always just explain it away as - in the far future, materials are lot more advanced, more durable, easier to manufacture, repair, and reproduce, etc...
So, that being said - I'd love to be able to fly my Constitution Refit through the entire game.

This concern is irrelevent considering we have retrofit Galaxy, Excelsior, Intrepid, etc. I think the OP is asking to retrofit T1-4 ships so they can use them...since Cryptic has already done that with some ships, I wouldn't be surprised to see it completed one day. They plan on releasing other ships, like a T5 Constitution and NX-01, so as I said, the IP continuity breaker concern is irrelevent now and the only fans not being pleased are those who wish for IP continuity, the OP obviously not being one.
Unless you were able to get extra Slots added to all areas, I would not see any reason to do that. The next level of ship already offers those.
More than likely, the Tier 1-4 ships if retrofitted would be like the Intrepid and Galaxy where they are their own stand alone ship that would be purchased with badges or in the c-store. You could then discharge the lower tier ship in favour of the T5 version.

Because ultimately that's what you're saying: every ship should be as powerful as every other ship of the same general class in the game, no matter what the visual appearance or mechanical design. For a lot of people that's a deal-breaker. Just as many people want to feel that their Sovereign is special as those who want to feel their Miranda is. When you make the Miranda equal to the Sovereign you take away that feeling of specialness from those people.

The T5 Constitution has been put on hold and it's quite possible the NX will be a T0 or T1 ship. There's been no official information about what level it will be.
Edit: The NX could be T0 (equivalent to a Runabout) because it's coming out as part of a bundle rather then paying for it by itself.
I don't see the harm in offering a skin for the appropriate class vessel. No need to change the hull value, etc.
Saying you want your Sovereign to look like a MIranda is basically just saying you want your Miranda to be as tough as a Sovereign. If you're not concerned about changing Hull, BO slots, Consoles, Weapons, etc then you can simply just keep flying your Miranda at T2, T3, T4, and T5.
I've long held the belief that you should be able to refit a ship +1 Tier. So a T1 ship can be refit to T2 but no farther; and it's the same with all tiers. That even seems to be true to canon where the TOS Enterprise was refit to the TMP Enterprise, but by the time of tSfS the Excelsior had become the new "big ship" on the block and by the time of tUDC even the might Enterprise A, the Constitution with the best Captains (Kirk and Spock) and best crew in Starfleet, was being decommissioned as obsolete by modern standards.
