ok... we ALL remember just before season 2 when cannon scatter volley got really powerful for some unknown reason.
it was breif... but it laid down a cone of fire and everything in that cone took the same damage as if you have hit them with a cannon rapid fire of the same level.
that SUCKED.
cryptic dropped the ball... and an all escort or raider formation could annihilate an entire fed ball in 5 seconds FLAT.
NOT GOOD FOR BALANCE... at all...
so it was quickly nerfed.
NOW... it does much less damage but is still useful for clearing all those annoying carrier pets and mines every one uses to lagg the game and spam the enemy.
ok...
however when it got nerfed to managable levels... no one takes it because cannon users are so desperate to do damage they all use cannon rapid fire.
now cannons and rapid fire do excellent damage... but can't point up or down, and only last 10 seconds.
i think it is well balanced and i havent heard complaints about Rapid Fire in a while.
and it deserves to start at Lt... because rapid fire spitss out a LOT of damage!!!
but Cannon: scatter volley is now overlooked because most players would rather use Rapid Fire in that BO slot.
scatter-volley doesnt do crazy damage any more and has a limited fire cone.
fire-at-will has a much broader cone of fire, good damage, but it hits less targets.
i think the two sound almost perfectly even to me.
so...
my suggestion is to make Cannon: Scatter Volley start at ensign, instead of Lt, in the Briidge officer skill tree!
however Rapid fire should REMAIN at Lt as it's starting point!
this way escorts, especially fed escorts, could use scatter volley at ensign or lt (1 and 2) to help clear carrier pets and mines and reduce the crazy lagg and confusion associated with these pets/craft.
it would also give defiants and raptors something to use at ensign besides 3 copies of "tac team 1"
even if you reduced scatter volley's damage to lower its bridge oficer starting point to ensign...
i STILL think it would be worth it, and the vast majority of the tactical officers out there would support it.
also engies and science officersd using escort would appreciate it as well!
considering the choice of skills engies have at ensign... i don't think this request is that out of line.

scatter volley 1 is better than rapid fire 1. You lose 15% bonus damage but you gain aoe. As much as I would like to get rid of my double Tactical team, I don't think this is a good idea.

I support this Ideal, It will give escorts some well needed love and give a little more versatility to the skill tree. Yes CSV may need to be tweaked some to keep it balanced but thats what Tribbel is for.

as it stands now dual beam banks do 80% of the damage that dual cannons do with DOUBLE the targeting arc.
BEAM OVERLOAD turns modest beam banks into ship killers.
and Fire at Will, when fired at a single target, is just as devestating as rapid fire, but is easier to access on the BO skill tree.
i don't think starting Cannon: Scatter Volley at ensign along side Beam Overload and Fire at Will is "game breaking"...

CSV was always meant to be a utility skill... but what good is a utility skill if it's not worth taking and no one uses it anymore?
Rapid Fire does a LOT of damage, and should remain a "high end" tactical skill.

it's funny to watch the attitudes of certain player classes and ship captains towards constructive ideas for other classes...
sometimes i think if i asked the devs to make the sly blue and the grass green some players would crawl out from under rocks and ask for neon purple instead...
and Suraknar.... i highly doubt whoever uncloaks behind you and sends you to the respawn is using scatter volley!
