I just reactivated my account and got myself caught up on the weekly missions. I noticed that for the Breen series there was a reward for a Breen BO - I assume I did not receive that reward since I didn't complete that mission before the Devidian series came out.
My question is - are hte rewards per character, or per account? I'm wondering if I need to get my new officer up to high enough level to start the missions as well, or will he get those rewards when I create him if my primary officer has them? Also, what is the level to start on the series?
The rewards are per-character. You will need to play through the episodes with each toon to get the rewards, this includes the special end-of-series rewards.

Are rewards you get in the series level based as well? For instance my Commander got a neat torpedo mine launcher , if I'm only a Lt. Commander would I get the same rewards or would they be for lower level?
I'm just curious if it's best to wait until higher level to complete the series missions.

Items that have an infinity sign, such as the Breen Transphasic Cluster Torpedo, rather then a MK X number scale as you advance.
I have yet to play any of these episodes having been utterly clueless about where to find them until recently. I'm a Lt. Cmdr. on the verge of becoming a full Cmdr. Are there level caps on these episodes? If I reach a certain rank, have I passed certain episodes by or can I play any or all of them?

There's no cap, just a minimum level. Level 7 for the Devidian arc, lvl 10 for the Breen arc.

The missions scale with you. They only have minimum level requirements: 10 for Deferi, 6 for Devidian, not max-level restrictions.

Each 10 levels are just considered 1 rank grade: 1-10 is T1, Lt. 11-20 is T2, Lt. Cmdr, and so on. The Devs didn't really give it that much thought; which is why there's no official Lt JG rank.

Good to know, I am trying to level up a new tac officer and wanted to do the devidian series before the reward is gone, so I wanted to make sure I could do it at Lt. Grade 6 and not have to wait till 7.

I'm guessing the new update will go live on Thursday morning so you have a few days to get the 5 episodes done.
I wasn't that fascinated with the cane. I ended up not even doing the last mission for half my alts. I'll get to it whenever.

The cane is in the bank of my other alts, I just want to get the rewards for the sake of it. And I'm not sure how to outfit an escort yet at the Lt. Cmdr rank - so I might want the phaser beam.
For one of the rewards I got a phaser beam array, however the DPS on it isn't quite as high as the current ones on my ship - but it does have the 2% bonus - is that bonus really worth it?
Also- I've found that the phaser weapons I got in the Devidian series has stayed consitently as good as any other weapons I find on the ground - will this always be the case, or will I eventually replace them? I'd hate to think I might have missed out on something with one of my other characters.

The Breen one is covered at the Atari support site, and I believe even the newest Klingons have access to the Devidian series.
