Personally, I find the Borg on the ground easier then most of the random Alien races. They don't run at you en-mass with dual pistols, ripping through your shields and health in seconds.

1) Bring Engineering Boffs trained with Turrets and Drones, they give you a lot of extra firepower and seem to attract the Borg like moths to a flame, leaving you relatively aggro free.
2) If you haven't already done so, get yourself a Bat'leth. If you're getting overrun, a few good swings of that will soon clear you some space and with the odd expose you can rip through the Borg.
3) If the numbers are getting overwhelming, kill a few Proto-Drones, they have little health and a couple of shots is usually enough to bring them down.

Mind you, I wish the device was harder to obtain and not just a request reward for a weekly mission. Then I have this issue with the game, the weekly request rewards are often a bit too good and everyone is guarenteed to get them. This is fine when its a brilliant reward like the Breen Biothermal Dampener (that has no combat value) but sucks when everyone and their dog has the new mega weapon within hours of the new quest going online.
I really enjoy the challenge the borgs pose personally.
What I would like is having the real ammazing rewards a bit more "conditional" or at least a bit more "hidden". Like having Cryptic anounce the availabilty of somenew mega weapon but leave it to the players to sus out where it can be found.

I can't be sure but when the borg dd that to me, I targetted their network thingie that one of them supposedly placed on the ground. I have no idea if that stopped them from beaming in more reinforcements or if they had reached the limit of how many of them would "naturally" beam in. (It got kinda nuts....I started off fighting about 6 borg and all of a sudden there were a dozen of them.) Personally I think it was kinda cool. It made me feel like "Oh ****! They just KEEP COMING!".
If you want to nerf a foe, pick those daggone romulan medics.
A transport inhibitor of some kind would be nice for any ground situation (if they consider targs and MU engineers constalntly popping shield generators as transporting). I don't worry about the Borg reinforcements because they are usually only Proto Drones, and they are like a 3 or 4 shot kill.

I don't know, maybe it's just me but I always that of the Borg as the ULTIMATE star trek villain. In fact, I'll even go out on a limb to say that they arent hard enough in game. My cousin seen me tear through a borg cube and responded "That borg should've obliterated you..."
Although I don't agree that the borg shold be impossible, but I do think that fighting them should be a lot different from fighting every other alien race. I think they should really implement their ability to adapt into ground combat and have creative tactics of defeating them.

The easiest way to fight the Borg in ground combat is to always keep moving. Staying out of aim mode will help also. Just moving backward after engaging them will cause the one that beam behind you to materialize in front of you. Moving to the left or right works well also don't stay in one spot it will help a lot.
Honestly, the biggest random encounter in space we should have with the borg is a Sphere. Exploration the 'boss' should be a sphere. If a Cube shows up, you should be turning to your XO and saying, "Please send for the Captain's Brown Pants Number 1..."
I really wish Cubes were terrifying... I should not be able to kill a cube in 30 seconds...
For tac, just melee works all right for me if they're close. Keep moving, too. Get the proto drones in front of you and keep firing. Grenades with good knockback are excellent, too.
For sci, sonic pulse works well if they're close, double up with grav shift and then light em up. On her first run Vai soloed Borg Ground War and died twice. On her second run, she soloed it without dying once.
Also, weapons that are good at crowd control are a must-have against the Borg, imo, since they will come at you in groups.
Keep in mind against the Borg, they will charge at you in a very mindless fashion, so you have the ability to really control the battlefield with them if you stay mobile and understand their tactics.

No, we do not need a device to counter the beam ins. Just kill the drones. They are the ones that call in the reinforcements. If you are shoot the tactical or elite tactical drones first instead of the regular drones or infected drones, you will be overwhelmed by proto drones beaming in. So shoot the regular drones first. And even if you get proto drones beaming in, they have no shields, and are easy to kill. A tac officer using a sniper shot can often times kill them with a single shot.

At normal (level 1) level the borg are can be handled easily...at Elite level they are nearly impossible (level 3)...I fight them at Advanced (level 2) challenging enough that if you mess up, your dead, but if you are on your game they can be beat.

and dont even get me started on those dual pistol carring NPC's that trash shields and armor in 3sec or less.

I took your advise and went and retrained some engineers with quantum and phaser turrets, shield, and medical generators. I had a tactical officer with all grenades. One engineer with weapon malfunction and mine barrier. I was the doctor with a medic kit. All my people had compression phasers with energy dampening armor and personal shields regX2.
I set the fire base of about 30 meters from the Borg squad. Then with out targeting a Borg, I just set my compression pistol to auto-fire at any target near me. I focused on just healing. My squad wiped at all the Borg very quickly.
Then I continue with the tactic for the next 5 squads and it went fairly quickly.

if you're an eng and you hear that transporter sound, put up a cover shield and turn around. easy breezy beautiful covergirl
