I had a thought about all of these cloaked ships. With the General Chang variety coming soon I realize that a skilled player will be all but invincible in that thing. I know I would be. So have come up with a solution to the cloak problem that fits canon more than Warp Plasma.
At the end of ST:VI, the Enterprise put together a torpedo that hunted down the BoP to reveal its location. I think we need something similar. We need a Cloak-Hunting Torpedo.
It would have no kinetic strength so it would do no damage. But what it would do is hunt down the closest cloaked ship within 10km and strike it. The cloaked ship would immediately decloak and would have a 5 second debuff where they would be unable to recloak. Once the debuff is complete, then they would be able to cloak under normal rules.
But there is a catch, the torpedo will strike the closest cloaked ship within 10km from either faction. So, if you are hunting Klingons and you have a cloaked G-X or Defiant refit on your tail, all you are going to do is end up giving their position away. Likewise, this torpedo would be available to Klingons. So Klingons could accidently end up giving their own positions away. Also, if there is no ship that is cloaked within 10km when fired, your torpedo is just going to keep on going.
The torpedo would have a 90 second cool down and would be a VA1 ship skill earned at VA1 promotion.
It could work but I think it would have to have a limited range and AoE, similar to WoW's Hunter Flare. You fire the torp at an area you think a cloak ship would it it flies there and explodes forcing any ship in the area to break cloak. Otherwise, having a Cloak-Seeking Torp. would just make cloak useless, if you can see and attack through cloak why both with it?
I totally love this idea OP, I don't know why you want this torp to deal no damage though.
It simply needs to be a new Science officer class ability (because Bones and Spock were wearing blue shirts), that allows you to tweak anyone of your existing torpedoes, you know like the existing HY or TS abilities.
So you click the ability and the next torpedo you fire hits the closest cloaked ship, whether it be friendly or not, then the ability goes on to its cool-down timer.

Yeah, for those who fly the Nebula. I'm talking about taking the cloak detection ability to other ships. And the Nebula just shows us where cloaked ships are, it doesn't decloak them or debuff them.

With a 10km range, that's not long. And the Klingons will be able to see these things coming and try to get out of firing range while they are decloaked. That's why I suggested the no damage torpedo. It breaks cloak, nothing else. It's also why I suggested it will hit friendly cloaks as well. To the torpedo, a cloak is a cloak. Also, it hits the closest cloaked ship. Just don't be the closest Klingon and you would be fine.

Why can't the Feds have something that does some kinetic damage, but has an extremely long cool down? Say 15mins? That way they'd have to be extra careful about using it (especially in PvP), but it still helps kick some TRIBBLE. Not being funny, but Klingons are neigh on impossible to kill as it is right now. Give them the ability to fire whilst cloaked and all the Feds will be doing is puckering up with their heads between their legs.

Also the original torpedo tracked the impulse exhaust, since Rick Sternbach said that all modern day ships (24th century onward) no longer use the type of engines that leave exhaust trails anymore (being more of a sub-warp subspace drive.) The torpedo would need something else to lock onto, but I doubt the Klingons or Romulans would be caught out so easily these days.
klingons are only hard to kill because their honor props up their shields with such might, and their pride is the glue holding the hull together........
Maybe they would be easier to defeat if you used harsh language?

Ok how bout this...a torp that can detect your warp core? it's still a power source kicking out mega joules of power even when not at warp.....?

Cloaking devices are essentially designed to scatter the energy signature of the ship they're cloaking, that would include masking power output. It'd be a massive flaw if it left the warp core detectable. It is possible to pick up a sub space variance of a cloaked vessel traveling faster than warp 6, however that wouldn't help as no ship engages in battle while going at warp speed. Also the Defiant was partially detectable due to its warp core being excessively powerful for a ship its size, they solved that issue by cutting main power while cloaked.
We don't even have the ship yet and your want a 2nd option to kill it you already have the counter in the Nebula. If you don't like it that's not OUR problem it's yours. Why is it every time it the Klingon's get a new toy one of these threads pop up. You were given the counter before we got the weapon this time yet you don't like it so you want another option I say NO quit your damm whining and for once actually L2P instead of asking the the dev's to hold your little girl hand.

Canonically that ship could fire photons in rapid succession and they ripped through ships like butter. Want that too?

Ok, let's go with that. I have no problem with this countermeasure as long as we get to keep our Enhanced Battle Cloaks with all 6 weapon slots. (Do with the boff slots as you will though)
