Rather than how we have it now, where it is a short i win button, which many people pop right at the start of a fight i thought about a direct play on the words.
What if it reversed your shield amounts.
For example. Using it at 100% shields would drop it down to nothing.
at 90% they would go down to 10%
This way, it hurts people who dont think about when to use it and helps those that think about the perfect time to use it.
The best time to use it would be at 0% shields, as then they would go up to 100%.
In terms of combating it, there would be a short buff on your ship, during which, if it was sub nuc'd off, or removed by some other means, your shields would go back to what they were before the reversal, minus the damage done to them. If the buff is aloud to dissapear naturally, you would be safe.
Each rank of Reverse shield polarity would have a shorter "dispell" buff.
Reverse Shield Polarity could then also be used to bring your shields back up ready for the next fight if you wanted shields back asap.
I think it would work well, however, the "reversed shields" should have lower total shields and regen then your normal shields, after all, your shield emitters are now working in the exact opposite manner than they were designed to do.
I don't remember anywhere in Star Trek where a phaser and stuff could ADD to your shields. I don't like the move. I use it but only because it's good (not as good as people say after this nerf).

with RSP as it is you get straight back to full shields, but there is no reason to think about when to use it.
if it hurts you when used innapropriately then it balances well.
Also, the fact you can completely undo it if you debuff them
