A letter to Starfleet Command from Vice Admiral Stipe

Sirs,

I have been engaged with Devidian infiltration as was requested of me. The investigation is still ongoing but we are making progress. However, that is not the purpose of this communique. During my last encounter with the Devidians I suffered several critical injuries. While I completed my mission I was in grave danger. The facilities aborad my ship were not adequate to satisfy my medical officer. Naturally my crew rushed me off to Starbase K-7 for medical attention. They searched far and wide for the CMO and sadly found that there was none.

It seems that a personel SNAFU has occured and K-7 is without a CMO. I implore you to rectify this stuation immediatley. This places many fine Starfleet officers at risk. Please arrange for the transfer of one your fine doctors at Starfleet Command to statino K-7 to service the brave men and women serving on the Klingon Front.

    Sirs,

    Like Vice Admiral Stipe, I found no CMO at K-7. Unlike Vice Admiral Stipe, however, my injuries were sustained simply from falling down the stairs after too many times using them while solving a particular diplomatic emergency. I suffered a broken leg and had to travel hundreds of light years to get it set properly. Despite Dr. Kathryn Pulaski's sentiment that using a stick as a splint is practicing "time honored medicine," it was a relief to remove the polaron rifle that had been duct-taped to my leg to keep it immobile. I can't help but wonder how those stationed at K-7 manage, and I can assume everyone goes out of their way to be safe, knowing a simple infection or broken bone will require a lengthy space journey for treatment. This, to me, is a wholly unacceptable misallocation of Starfleet resources. We need ships out there on the front lines fighting the war, not having Galaxy class starships ferrying officers with minor injuries back and forth from the battle to Starbase 001. As Vice Admiral, I plan to initiate a full inquirey in regards to this gross incompetence and disciplinary action will be forthcoming. In short, gentlemen, heads will roll.

    We thought you were saving those regenerators. Damn it, what is wrong with you? Can't you stop thinking about turning a profit for one second? This isn't the United Federation of Inflated Marketable Items. Perhaps you should consider investing your massive credits into such items or refrain from selling them in order to inflate the economy.

    Granted, the odds of survival on the final part of your mission is outrageous if you are an Advanced or Elite officer. None the less, we do not accept responsibility for your failures, no matter how little we prepared you or maintained a clear logistical line of supply. And whether or not your Tactical Bridge Officers provide you with decent advice on how to further combat the enemy is on you as their captain.

    Regarding: Lack of Trained Medical Officers and Shipyard Engineers at Deep Space K7

    Sirs,

    While this officer is gratified to hear that K7 will be receiving a new complement of medical staff in the near future, I feel I must point out that there is also a lack of trained Engineers to assist in repairing Critical system failures upon our Starships. I would request that K7 is also sent a complement of Shipyard workers, to assist in repairs closer to the front line, rather than forcing our starships to return to the Earth Shipyards or Utopia Planitia.

    Also, Please find enclosed a recent intelligence report from the Neutral Zone. The report contains information regarding the Klingon Empire, which also also seem to be suffering from a similar problem as discussed above. Recent engagements with Imperial forces around Drozna Station, our relentless advesary also show a behaviour of starships being required to return to the homeworld rather than their K7 counterpart, Gronalda Station, due to important officers recieving critical, but non-fatal injuries or for critical starship repairs.

    With the additional medical staff being routed to Deep Space K7, we may have a tactical advantage. A determined push into Klingon territory should result in the Empire needing to fall back to heal and repair damage caused in the fighting, damage that our own forces would be able to repair closer to the front line(at the previously mentioned Deep Space K7 station). We will need to be swift to capitalise on this tactical advantage, as once the Empire realises it's error, they will quickly move to reinforce Gronalda Station and equip it with the missing staff, if they haven't begun already.

    Transfer requests had been placed weeks ago for additional engineers, but for some reason the requests had been denied. With the recent activity on Drozana and the increasing boldness of the True Way, the requests have finally been approved.

    Expect to see additional engineers in the near future.

    As for your reports on Ganalda, I can assure you that Franklin Drake is keeping a close eye on the situation and has been providing regular intel. His reports indicate the KDF are matching our supply on their nearby station.

    Dr. Yoc'm and Commander Wildman,

    It gives me much relief to hear of the upcoming reinforcements. Your attention in this matter is greatly appreciated, as is your dedication.

    As a starship Captain, I must apologize for the continuing difficulties in providing support to our forward outposts. I can also sympathize with your difficulties, as currently my crew is ill-equipped to treat injuries to my ship and crew.

    Unfortunately, two of my science officers, including my Executive Officer, are currently filling the role of Chief Medical Officer, and my second-in-command has been filling the role of Chief Engineer. I guess this is the price of war. I can remember such shipboard arrangements during the Dominion War.

    With that said, I assure you that we will strive harder to protect our supply lines, and shipmates who stand guard at our borders.

    As you are now aware, I recently conducted a full inspection of Deep Space K-7 at the request of Admiral T'nae. First, let me say that your medical staff has performed its duties commendably during the current quarantine crisis. Also, I am in full agreement with your assessment and have backed your request for additional staff to be requisitioned to your facility.

    However, upon interviewing many of the officers assigned to the station under Commander Naomi Wildman, I have found there to be a larger issue that negatively affects the combat effectiveness of all Starfleet personnel in this strategically important sector. It appears our Captains are unable to requisition basic equipment such as Large Hypos, Power Cells and Shield Charges as well as Ship Batteries.

    As you can imagine, Admiral T'nae was both shocked and dismayed to learn of this situation and has ordered me to start an investigation immediately. Shipments of these much needed supplies have been sent regularly to K-7 from the Sirius Sector but it appears these devices are being diverted, possibly to the black market. Starfleet Captains from across the quadrant have reported confiscating Federation issue devices from Cardassians, Orions, Naussicans, Romulans and even Borg. In fact, preliminary findings of my investigation hint of a lucrative, open market between Klingons and the Federation as Captains are forced to illegally buy these devices from our enemies.

    Dr. Yoc'm, as a trusted friend, I ask you to keep this information quiet while I conduct my investigation. All I ask is that you keep an eye out aboard the station for any suspicious activity and report such activity to me immediately. Of particular interest is the relationship between Commander Wildman and a Ferengi trader who spends an inordinate amount of time in Club K-7.

    I must concur with Vice Admiral Althea. Although, I am a new officer, my ship has recently been assigned to this sector, and supply of these items on K-7 has caused a strain on our ability to effectively provide aid to our units being attacked by the Klingons.

    To my chagrin, I have been having to call upon favors among friends still left in the Romulan Empire to procure these items for my crew. I am worried for their personal safety should Empress Sela begin tracing the transmissions, as she and I do not share an amiable relationship. If there is anything that can be done, we would be happy to assist.

    You have a medical officer? Sir, you are lucky because I only have a science officer who fills in as a medical officer. While she is highly skilled and has performed well in this regard, it would be preferred by all to have a trained medical officer on board. Perhaps this could be addressed with the upgrades to ships sickbays and the request of additional medical staff to DSK7.

    On a side note, not that I doubt Dr. Yoc'm's abilities as a medical doctor, but it has been noted as a concern from some in my crew about how often he is seen at the lounge. There have also been complaints that his nurse is rude and surly. Perhaps these issues could be addressed with Commander Wildman?

    While I can understand your concern over a lack of supplies, I must take umbrage at your insinuation that Commander Wildman is anything other than a trusted Starfleet officer.

    On top of that, I can tell you from personal experience that Lobek is the most honest and reliable Ferengi trader anyone could possibly hope to deal with. He also makes a fine drinking partner.

    That said, I will make your supply concerns known to Commander Wildman. I trust you'll rethink any future accusations made without proof or merit.

Starfleet Captains from across the quadrant have reported confiscating Federation issue devices from Cardassians, Orions, Naussicans, Romulans and even Borg. In fact, preliminary findings of my investigation hint of a lucrative, open market between Klingons and the Federation as Captains are forced to illegally buy these devices from our enemies.

    Dr. Yoc'm, as a trusted friend, I ask you to keep this information quiet while I conduct my investigation.
