Yeah, I don't think other people see them (maybe if they're in your team during a ground mission, but probably no other time), but I've written bios for mine. I haven't put them in the game yet, though. I keep them in a text file on my computer.
Hmm, next time I'm waiting for a tribble to breed, I may transpose them into the game, heh.
The complexity varies depending on how much backstory I can think up for them (I have around 22 BOFFs between 2 characters), but generally, they get one or two lines each.
Mainly, it's to make them seem more thought out and actually participating in the game, rather then just a named NPC whose sole job is to fight stuff.
Although there's no way to do this in the game, I've even assigned unofficial ranks to them.
Something like: you're co-captain, you're first officer, you're head of science/engineering/ship's doctor etc.

I don't do much RPing on MMOs anymore for a variety of reasons, but I never wrote bios. Ever.
My opinion (and this is only an opinion) is that, if you're going to RP, do it right. People do not have their autobiography tattooed to their foreheads, so simply looking at a character should not tell you their entire backstory.
Perhaps more importantly, it removes a lot of RP potential and relegates to a "alreadly know that" category even among strangers. For instance, why would I bother asking you why you joined Starfleet if I've already read it in your bio? Introduction RP is often very interesting because, as with the real world, it makes a first impression. If you can just read a bio, then all of that RP - and a sense of mystery - is lost.
I have wrote some bio's for a few Bo's. I actually have this storyline going where my captain married his security chief, When that happened I changed her name by adding a hyphen and the captains last name. Whenever we are able to promote Bo's to captain I'm going to let her take over and maybe kill off my very first captain I created. All good things come to an end sometime...

She came from a parallel universe and didn't want to waste time climbing the ladder when there was battles to fight and exploring to be done, so went to a Starfleet Admiral and banged his head on the desk until she got a ship.
The backstory there is the military forces of that universe placed more emphasis on individual capability and aside from recieving missions from their commanders, were pretty much left to fight their war their own way.
And if your leaders were traitors, nobody batted an eye if you took them out or down.
Which didn't integrate well into Starfleet's follow the rules policy, hence the admiral head knocking.
I've named and planned all my Romulan Captain/BOFFs already.
I even have done some of the Cardassian faction ones.
If people could see other peoples' BOs' bios then I probably would put some extra information in there, like a database entry but not a backstory. I'm interested in those BO blogs though.. fun to read.
Not yet as I am worried that my Orions will end up reading like a Penthouse forum letter.

I write bios for my officers as I go along. Usually starting with a line or two when a new one joins, then building a backstory over time. I try to let group play build their story as miuch as possible.
Worringly, I have lost some bios at some point for no obvious reason. I have even lost a quite extendive bio form one of my 3 admirals.
I write my crew bios not so much as a back story, but more like a crew roster entry.

I have been retro-actively going back and adding a little blurb for everyone about their story, but for the time being, most of them only have the above data.
Hmm never thought about awarding decorations. That would be a ncie feature actually if you could spend some of those unused currencies out there to 'buy' awards for your BOffs.
I write bio's for all my characters. Not so much the BO's though. The Bio's do show up on your character here on the STO website for everyone to read as well. I take some pride in the one's I've written.
I have 3 characters VA eng,LG tac and commander sci but just my commander sci has a bio(but just because he is a wannabe vorta alien).I am to lazy to write something for the other 2.
Oh yeah i do write bios for my BOs. i have to say it one of the things i love about the game. sometimes i wish the BOs have their own way of after mission report logs which would have been cool.

I only did it for 2 of my BO's cause I got inspired in the creation process.
