I have been thinking about how it could work if on Normal settings the recharge time of skills would be at about 3-5 while on Advance they were at 5-7 and on elite they were at 7-9. This being compared to your trained BOFFs.
Then on Normal there is a 20% chance that you could sustain an injury, 80% Minor, 19% major and 1% Critical, on advance it would be 40% chance of injury at 70% Minor, 25% Major and 5% Critical. Elite would give 65% chance of injury with 55% minor, 30% Major and 15% Critical.
Power Settings for Normal should be even at 50, advance should be a 60/40 and elite should be 70/30. the primary functions would be: Escorts would use weapons/engines, Cruisers weapons/shields and Science would use shield/aux
Skills on normal should use Xskill I advance Xskill II and Elite Xskill III. But they should not be more powerfull then what I can use. The enemy should be comparable to me in every way.

Loot! Drops should be at Normal 90% DR 75% Common, 15% Uncommon, 9% Rare and 1% Very Rare. Advance should be 85% DR 60% Common, 20% Uncommon, 15% Rare and 5% Very Rare. Elite would be 75% DR 40% Common, 25% Uncommon, 20% Rare, 15% Very Rare.
I feel there are better ways to make missions more challenging then makeing some ships/people impossible to kill or that can insta-kill you. Change the method of the challenge to make them more enloyable!
My only comment on difficulty settings is that there should be separate settings for "difficulty" and "death penalty". People could well want a harsher DP without making the game harder, or they may want the game to be harder without a harsher DP. It doesn't make a huge amount of sense to scale them both on one setting.

but then whats to stop people from lowering the death penalty to nothing, upping the difficulty to elite.. and farming with absolutely no consequences. (not like the death penalty in the game is that much of a consequence but it's still better then nothing)
