Yes, there's a big issue here: Many people don't even know about how to start them or even what they are.
I was up early Sunday morning (sleep schedule all out of whack), and was flying around the Sirius sector block, and within 5 minutes ran into 3 people who had no idea where it was or what to do to start them. This is probably why so many people hadn't done them yet last time they checked the completion rates. Likely, the issue is the missions don't show up on your Starfleet Comms. I think the Devs need to give everyone a mission from Starfleet to go to the Deferi sector and talk to the ambassador, so people don't miss out.
Yes, it's on the launcher, and yes, there's other signs, but obviously, people are missing that or it's not enough info. I'd hate for so many to miss out just due to lack of awareness.
If this will help, There is a deferi at ESD before you go up the elevator to Admiral Quinns office. You can get a mission from him to go to Defera System

Yes I know how to do it, but I ran into many people who don't. And most likely, they don't read the boards either. Or visit the website. So there needs to be people going out and shouting in zone to see if anyone doesn't know about it or something. At least until the Devs can get a better way of notifying people.
the newsletter and info that cryptic emails to people is one way. another fleets inform thier members. another way is to ask high frequency to advertise it on the sto-radio.com
A lot of people also don't "look" for things and don't "read" given quests. I re-joined STO a little over a week ago, and in the first hour I had found the guest-giver for the deferi/breen, as well as located it on the galaxy map. And this was not even knowing what exactly the weeklies were at that point.
If someone can't get these quests started, then they are just not looking hard enough.
I thought that entirely new sector block on the map would be a hint where to go.
I mean it's not that easy to overlook that thing.
And simply going there to see what's new is certainly an option.
I mean what the heck is Cryptic supposed to do?
There's a newsletter, there's the homepage, the forums, there's info about it in interviews and podcasts...
What should they do?
Make radio announcements?
I bet someone will complain his radio is broken and it's Cryptic's fault he didn't get the message.
And yes this would presume Cryptic made radio announcements everywhere this game is available and on every major radio channel.
Yes I have critisized Cryptic for some ingame-issues in the past, but this time I am baffled that there
are people who say they didn't get any info.

Very true. But, one thing I'm pretty sure most everyone does look at is the Starfleet comms, and that's about the one place there's no mention of the Deferi.
Still running into even more people who have no idea about the Deferi, so the problem is pretty wide-spread.
maybe we need a dynamic news ticker that scrolls along the bottom of the screen informing people of what missions they're eligable for and who to see / where to go to start them.

Wouldn't it just be easier to put all mission givers into the hail window and just redesign that so it isn't as cluttered? People go there anyway to get new missions. Just a thought.
This reminds me of a post a guy made back the end of August when the episodes started.. He was ranting about not being able to do the puzzle, which wasn't really active yet, and that his fleetmates knew nothing about the mission. Mind you, back then it was on the launcher with a link to a news post telling people what to do in great detail http://forums.startrekonline.com/showthread.php?t=177745 and there was an in game pop up bulletin telling you about it when your character zoned in after loading, but even with information such as that staring them in the face on the launcher he was claiming people didn't know what to do.
Where is the Admirals office?........... Some folks really do need to be led by the nose.:p

I think this is the best bet for now. Just give us a little mission from Starfleet when you reach Lt 10 to go see the Deferi. Or, Section 31 or whatever next week.
General Starfleet Priority One Alert - Letting captains know about the unrest in the Seferi sector and asking ships in the area to investigate. (this would be an ingame mail) And perhaps a UI update to make a binky mail icon when you have new mail (or at least important messages)
Solution two:
A quest from admiral Quinn or Ambassador Sugarbear telling you that the Deferi Ambassador is visiting Earth and needs your help.

Stupidity is widespread as well. MMO's are full of stupid, illiterate people. This is a non-issue as the info is sooo easy to find. I suppose you complained (for others) about not being able to find Sulu as well.
Yes, there's a big issue here: Many people don't even know about how to start them or even what they are.
Actually, I think I remember for the pilot episode, there was a general game bulletin that flashed up on screen telling people to go do the first episode, shortly before it was released.
There's an-in game bulletin system - click the arrow next to the minimap and there's a View Bulletins option.

Exactly. Why is this the devs problem? People should do proper research instead of being lazy peons.
I also just checked my email inbox because I had a feeling I got something from Cryptic in there.
Yes - I got an email all about the Feature Episodes last month too. It gives the link to the Feature episodes page for more info http://www.startrekonline.com/feature_episodes and we all know that on that page it tells you who to contact and where to go for each mission.
Or they could just use the ingame bulletin system that they used to announce the first defri sector mission. You know, the one that sticks out because its orange and sits in the middle of the screen the first time you log.
This waved a giant orange Lcars flag in my face that said, "HEY NEW STUFF IS HERE, CHECK IT OUT" and so I did. How much more obvious do they need to get to get your attention?
People are always going to click past screens, not notice a new NPC, ignore zone chatter, not read the forums, not check their mail, etc. Then later on they'll say "What Breen mission??"
Cryptic did pretty good and tried multiple forms of communication. But another thing they could have done is a pop-up from Ambassador Surah each time you log in if you had not started the Breen Series.
But then you'd have another thread of people complaining about annoying pop-ups because somehow they missed the "Never show me this again" check-box.
Pardon my ignorance, but is the Deferi mission still available? I am asking only because the deferi in earth is not giving me the mission.
yes it is.
the ambassador is now in your contact list or you can just go straight to the orellius sector block off cardassian space and talk to him there via the tab in the bottom right of the screen.

yes this. it can be easily clicked way if you dont want to read it and it lets every single player know whats going on.
It tricky sometimes as i dont think cryptic should go overboard in telling people where it is. discovering stuff id one of the fun things about being a new player but they need to do better than they have been. if you dont pvp there is very little reason to go to eta eridani for the devidian series and if you dont read the forums you would have no clue that that is where you need to go. ok asking someone in game would probably get you your answer but it should be clearer than that.
we have the remote contact hail for every other misison which people are used to using but for some reason the contacts only show up in the system you need to be in. the system that you have no idea you need to be in. Its backwards. i suspect now they have moved the deferi ambassador to the remote contact list that more people are finding it but it should have been there from the start.
Stellar Cartography. I had to go to the wiki just to find out where to go, and it hurts the experience when i have to log out just to check the location of a star system that the main computer should have in it's databanks.
Issues here are from bad map used.
There are no uninformative map used in any other MMO I have seen.
Just open map in other MMO faction city... and move mouse or read.
Here you had to be on same floor, on same angle & so on... just to see something on map.
For titles just not to speak...
I remeber how I searched admiral office when I tried beta on my old laptop that had video totaly out of supported ones... and had not seen some of flashing objects at all.
And all I get from other players was rude and grief comment...
So please make better map and then abuse players for their IQ.
Mission itself is started from home locations on both factions... wery close to teleport points, and I think it need lvl 10 to start... lvl 11 for some parts.
