Didn't see anything on this, and I've actually seen this bug since the Nomad skin was first introduced, but I haven't been using my Star Cruiser of late so it hasn't been on my mind...
The deflector graphics for the Nomad hull are projected downward at about a 20 - 30 degree angle. This includes the scan animation and any Transwarp/Quantum Slipstream animations that are projected from the deflector (the QSD cylinder is displayed correctly, but the deflector beam is angled downward). For the Transwarp animation, this includes the Transwarp funnel AND the actual warpout sequence being projected downward, which tends to look rather odd.
I haven't tried swapping out parts to see if it follows across all variants, but I have seen it in 2 slightly different configurations.
Nomad Hull
Emissary Saucer
Nomad Nacelles
Avenger or Vanguard Pylons
This graphical anomaly has followed me through several different graphic settings, so I think it's more likely an issue with the model itself.
