Now before you say we got them already, I am not talking about the purple high end items you get for turning in X amount of credits. I am talking about items we have to piece together to make an Elite item.
Think in the grounds of what you seen in WoW, there you had to do dungeon runs to gave pieces to a Armor set, or to get a weapon set. It was a rare item, and people paid tons to get them.
Now in STO we don't have dungeons, but we do have dailys. So my idea is simply this:
1. You MUST play on Elite level
2. You do you daily for the day.
3. You have a chance to gain one part to the set of the rare Elite item.
It's that simple.
Now once you have the parts you need, you would have to head to memory Alpha to put it all together, and now you have your item. ( Armor, Shield, or Weapon )
I have an idea for the Special Ops guys, not sure about the Klingons, but Section 31 could send you off to find ship parts, and once you have them it's put together are the special dry dock for that factions side. It's a ship you don't get from the Store or from regular missions, but you would need to do the mission arc on elite for the black ops guys to get it. ( A choice of 3 types of cours. )
I know it sounds like a ton of work, but it might be something to shot for, when you cap out again. Anyway, it's an idea, and I know it needs work. But if you like or don't, please post your reply. Even if you have a beter idea, I still would like to hear it. Maybe this is something that can get added to season 4. lol
I say no only because it will alienate a large part of the playbase if certain items are only achievible in the Elite settings.
I do feel that "elite level" items should be achievible from special stand-alone elite level missions that the player must finish to gain the chance at special items though.
Such items should still be few and far between unless a player puts the time in to get one.
Elite missions should have a better than average rate of drops though of items to reflect the difficulty of playing at such a level, but not special elite only items.
unless the items were rewards, not drops, it'd get ugly fast..
i'm all for having to complete missions to earn parts that have to be put together for a superior item however. thats a great idea and one I think should be implimented, as long as its not stupidly impossible to gather the parts (like needing several thousand of them) and the items cannot be sold on the exchange (make you earn it, not just buy it, will also remove temptation for people to use "gold sellers" as well)
as to why the missions would have to be run on elite however.. ok, make it hard, make it worthwhile but only those who play on elite get it?
maybe make it so you get one item on normal, 2 on hard and 3 on elite, but unfair to totally discount people who enjoy no death penalty

I'm really not a fan of death penalties, never have been, but understand the risk and the thrill of it for others, same with difficulty, which I do agree with..
so why not reward those willing to risk and work harder with a quicker way to get the same item? lets say you need 12 parts, you'd have to wait 12 days to get the final item, but playing on elite would give it to you in 4... same reward, but the lure is time rather than the item itself.

Well that's why I said make it drop on elite level, so you don't have the haters out there like in WoW. If you choice never to take the risk, then you will not see the same rewards. That is one thing that is slowly getting fixed in STO anyway, so why not take it to the next level.
Now on the Klingon issue, I hope they fix it soon, cause once I expand my players slots, I plan on making one. My sons both jumped over to Feds, they like the ships better. lol Yes we all play on one account, they are too young to have their own right now. hehe
