The devs have been constantly struggling to make pvp balanced, and the latest attempt to do so has caused some problems. So, here is a drastic idea for a fix.
Think FPS games.
All ships and players, when entering a space or ground match, should be equal in firepower, range of weapons, flight speed, etc. What gives one player an advantage over another is due to goodies that routinely spawn, like health, a speed increase, a weapons quad, ammo (photons), and usable things that spawn like batteries, shield increases, mines that can be strategically placed, and other spawning goodies.
The ships we play in pvp would be different than the ships we use in PvE.
I think the idea defeats one of the main purposes in an MMO, which is to be able to manage and equip your character before battles, to do missions to get this equipment or rare equipment, etc....
If you ask me, PvP is actually pretty good in space right now.
(Ive only played about 5 or 6 matches since patch, and I haven't tried any ground PvP yet...)
My main beef is with the horrible new queue system.
Balance seems to have, if anything, gotten better now that CSV is put back in its place.

Yeah, you're probably right. I don't play pvp anymore, so my memory of it was Klingons 14, Fed 2.
There are almost a dozen possible queues, if you only play against your own faction. :eek: Now, add that opposing faction. Now, add level banding.
From there you've got dozens of PvP queues and waster computational resources tracking all these different tasks and players clicking on the same 2-3 options in hopes that they'll pop.
Why not have a PvP Queue Interface that lets you choose the mode (which is what you need to complete PvP dailies anyways) and let the computer auto-rotate maps (like any other map-based MP game)?
Why waste all these beautiful maps at the bottom of a laundry list? Why have so many options as to create choice paralysis? (i.e. we only stick with what we know - C&H and Cracked Planet).
The whole scramble for weapons and buffs is "Hardcore Mode" in some of the big title FPS games atm. It doesn't really work in the realm of MMORPG where diversity of community and character is the main draw. If PvPers wanted to be equal there wouldn't be so much flaming going on in the boards.

I feel that the alliance between the Klingons and the Federation was an important one.
It was necessary because of Praxis.
It was foretold by the Organians.
It helped us win the Dominion War.
There are bigger, badder threats out there, and frankly, there is no reason for us to be at odds.
So, how would STO work with the Klingons and Federation reunited?
1. PvP - PvP would still occur. However, it would be under the auspices of "Military Exercises". This can be justified story-wise as being necessary to promote coordination and battle tactics and strategy.
2. Klingons / Federation as PvE advesaries - These missions and this content would need to be reworked to substitute more appropriate enemies.
3. End Game / Group Content - End Game and Group Content could be done cross-faction, allowing for Klingons and Federation to play together.
4. PvE - Klingons would need their own PvE which would focus on matters that are important to the Klingon Empire. The Federation would continue to focus on matters that affect them, but without so much emphasis on Klingons as advesaries. This would mimic the universe as it was during TNG, where we are certainly allies, but other than for major actions (IE Dominion War) and joint fleet operations, officer exchanges, etc. both factions largely keep to themselves.
I feel that fleshing out Klingon PvE, establishing cooperative factions, and creating PvP where you'd have mixed teams, would result in a much better STO, and would go a long way to fixing PvP as well.
