Mentioned this on another thread, but thought maybe I should make the topic a thread of its own.
I'm finding that some folks are getting Diplomatic XP of Exploration quests and some are not after completing the same mission.
So far, here were the missions I did and whether I received Diplomatic XP or not. I don't remember the exact names of the mission...so I'll sumarize (I'm sure folks will recognize what mission I'm talking about):
Aid the Planet (deliver 10 of some kind of goods) Gave XP
Scan Anomalies (Space, scan 5 anomalies) No XP
Protect the Freighter (Freighter in distress...gets 3 waves of attack) No XP
Scan items on ground (beam down, scan 5 things...possible attack) No XP
Investigate Station (beam to station, check computers) Gave XP
Defeat Squadrons (Space, fight groups of enemies) No XP
Help Outpost (Beam down to encampment, fight 5 groups of enemies) No XP
I hope this helps the Devs figure out if there is indeed a problem. If anyone got different results from these missions...please say so. Thanks.

These grant DXP.
It was stated by the devs that scan 5 objects in SPACE are not intended to grant DXP.
It's a small-ish subsection of explore missions that grant DXP.
The system is ...
unpolished right now. The archaeology missions didn't get put in. First Contacts supposedly spawn once a week. And only get granted on the last two levels of the system. There aren't enough normal story missions in the game right now to support the gameplay. So you have to rely on random generated missions (which currently have seeding problems and tons o' bugs) ... to get anywhere in the system. And for some players you can go 4+ hours with seeing maybe 1 or 2 of those.
That's not a fun grind. Hell levels in EQ saw more return for your time investment than that.
I haven't had a problem with the non combat exploration missions giving me DXP. Even the space scan five anomalies gave me 10 DXP, every time I've had a ground non combat it's granted me DXP...currently have 40 DXP to go before getting Attache...then some more grinding!
I've been getting dxp on everything that did not have any combat (i'm pretty sure, though I did not check every time). The only style of mission I have not had yet was scan 5 space anomalies.

all gave dxp. Also, don't bother farming dxp in B'tran, there are far too many combat missions. Go to Delta Volanis. I did that last night, and got a non-combat mission almost every time. For the ones that were, I just warped out and picked another.
There are also diplo missions on Vulcan, Bajor, Mem Alpha, and Starbase 39. Doing all of those should get you about 80 dxp.
The Aid the planet missions are buggy as hell. One sent me straight to warp to do a combat mission with no DXP. Those have a rate of over 1 in 30 chance btw. The scan only works if there arent combat npcs around. Sorry not all of use can stealth because we are not tactical. Members who are stealth in my fleet can get DXP for those missions. Scanning in space no DXP. The system is too inconsistant. Please fix it.

I'll try your location suggestion though....that makes a lot of sense.
You can usually tell the non-combat ones apart by how many BOs you're allowed to bring. If you can bring 4, it's a combat mission. If you can only bring 1, it's non-combat.
I had one of the investigate the wrecked ships, you know, scan the ship, scan 3 more, then scan 2 more, that had enemies in it, I still got diplo XP for that one. that's the only one with any combat i've seen so far that gave any.

Thats only for patrol missions and other missions that don't deal with the Genesis mission that has no combat. All explore missions have the full away team.
How else can we say "Broken"...... these are long-standing issues that are being brought into focus with the addition of the diplomacy missions.... now it is 10 times worse and we have no where to go.... at least I didn't try & "game" the system like these others "saving" missions to turn in.... oh please.. this is the worst of the hypocrisy .... Oh I don't want any credit for previous stuff I did except those missions I saved.... I Don't want to get ahead by trying to position myself to take advantage of a situation.... How Bogus Can You Possibly Be? And we had to endure the don't give RA's anything kind of opinion while you were saving missions? This is the worst thing I've been trying to deal with... Advocating no compensation while trying to bank your own advantage....
Well I did B'Tran yesterday twice with my main, once with my alt. This makes 9 missions in total and I got 30 diplomatic points in total. With this ratio I will have to do 50 missions to get those first 160 points. Why the hell are not we revarded retrospectively. We have spent MONTHS in this game. Now some newbie comes and gets tons of diplopoints from storyline missions. Someone is really joking but I do not laugh. Not to mention that B'Tran is bugged as hell (I clicked on beam down and warped away to a defend yourself mission!). So I gave up on this stupidity called "diplomacy". It is not worth my time and my nerves. From my point of view, total fail.

I'm glad it's not retroactive. I'd rather earn it, then log on and have a bunch of rewards dumped into my lap for stuff I did months ago. It was annoying enough when the accolade system did that, and I had to get spammed with accolades for fifteen minutes. Where's the fun in that?
Plus, it gives me reasons to do non-combat missions again.
Heck, if everything was rewarded retroactively, I'd have logged in and gotten enough retroactive XP to level myself from ensign ot VA three times, and that wouldn't have been fun, either.
Any star cluster mission that contains combat will not grant diplomacy xp for the expressed intent that FDC points are for non-combat gameplay.
In addition there are some missions that have not been flagged as ideal for FDC - but we are always open to suggestion.
One suggestion I read earlier was that the non-star cluster FDC missions should give more than 10 diplomatic experience. I agree.
The problem is that 1 out of 8 or 9 missions is a non-combat! At least at RA5 in B'Tran. Even if I find mission to scan something on ground, after first scanning, some aliens appear out of nowhere and I am screwed again.
And if you increase the reward for non-starclusters, newbies will still have an advantage. That will no compensate the loss of long time players through already done storyline missions. But it may help a bit to get us those first 160 points we need so please, try to add this change.

One thing I've found greatly aggravating is how a mission that starts out looking like a non-combat one (like plant scanning, meteor fragment scanning, ore scanning, restoring a base) suddenly ends up having this random alien race show up and hereby steal away my DFC xp opportunity.
Happenstance and the merits of the unexpected aside, it gets really irritating when 4/5 of the star cluster missions end up being like that.
Add to that how the way ships now navigate sector space make getting to another 'explore mission' irritating as well. I mean, we end up learning to pilot our ships one way in system space, only to have sector space have our ships handle totally differently. Couldn't our ships handle the same both in system and sector space for a little consistency?!

When you reach attache you should get a "Diplomatic Investigation" mission from Jiro that sends you to a random star cluster. When you enter the star cluster sector there's a little button on the lower right of your screen to engage in that mission. That mission is one of the current noncombat-style exploration missions that gives 10 DXP. Jiro should offer additional "Diplomatic Investigation" missions at the rate of 1 every hour or half hour.
Bonus: If you pick up the "Explore Star Cluster" mission for that sector, the "Diplomatic Investigation" mission also counts as one of the three systems you need to explore in that star cluster. (Pick up the Explore Star Cluster mission before entering the Diplomatic Investigation mission.) Of course, in the process of doing the rest of the Explore Star Cluster mission, you could also pick up additional normal noncombat DXP missions as well
So:
pick up Diplomatic Investigation mission
go to specified star cluster, pick up associated Explore Star Cluster Mission
hit the "Diplomatic Investigation" mission button =1/3 systems explored, +10DXP
do the other exploration missions for a chance (not guarantee) for additional DXP missions

It works this way. He tells you there's a diplomatic mission in so-and-so star cluster. You go there and you find a UI button that allows you to enter that non-combat mission straight away without exploring the unknown systems and getting randomly generated missions.

Ironic how it has upset me in the beginning of STO to encounter there only scan and aid missions and how I badly wanted combat missions always and now I'm looking it from the opposite.

Same here, with my RA, I have not equipped a weapon in his hand since Season 2 came out. I've been doing nothing but diplo.
My advice to people who are trying to grind diplo. Stop grinding. The whining about how it's easier for low rank players is getting old.
If you're going to do B'Tran daily anyway, then do B'Train daily. For the missions that havedxp, you'll get dxp. For the ones that don't, you won't.
If you stop paying attention to the grind, you'll have enough dxp before you know it.
Or, grind Delta Volanis for an hour each day. It's going to take some time. It's about time you accept it and move on...Cryptic shouldn't be handing free exp to anyone.
