I have been playing this since beta and the servers have never been as unplayably laggy as they are today. Doesn't matter if I'm in sector space or on the ground, rubberbanding is the new name of the game. Anyone else getting this or is it just me?

We are monitoring this issue. It is due to a large amount of changes in Season 2 that need to be updated on every character as they log in. It will get better as each character logs in and maptransfers.
For now the best suggestion is to avoid high traffic zones where people log out (earth space dock, fed sector space)
If you can get into some mission maps - you should run much smoother.
We'll keep an eye on it from the server side and make further announcements if we have alternative solutions.

The Network team is actively working on this... we can see that many static zones are very laggy and we're dropping the number of players allowed in certain zones temporarily.
The best advice is still to avoid large static social traffic areas for the time being until the huge flux of players can get logged in and their characters updated with all the new features (it is the updates to all the costumes, items, ship models etc that happens to each character/ship/officer on log in that is causing the lag).

Sweet...I just Remote Desktop'ed to my home PC and kicked off the download. Should be done by the time I get back
Sweet. I just happened to log into STO while the downtime was still happening and got the download in 5 minutes. Ready for servers to open.
