VPN for playing in the united arab emirates

So a friend of mine, (who is a fellow player) has moved to the United Arab Emirates for about a year or two to take a job. he is a star trek fan, but has a problem. he can not look at the forums, nor can he log in to the game. my best guess is the country is blocking websites. ( because I know they block BBC, ABC, NBC, and a few other western websites ) so I thought about him using a VPN service like SurfBouncer, but I'm not an expert on VPN. so what would any of you suggest him to use to connected to the game, and the website.

any help will be great. I'm in contact with him over face book, so I will relay anything you say to him.

    VPN (Virtual Private Network) is the wrong 'Key Word' to look for. VPN is usually used to connect 'Officially for Private Use Only' address space (e.g. 192.168.x.y) over the actual Internet...

    The key world that you should be looking for is 'Proxy' or 'Proxy Application Gateway' which is used to setup a indirect connection via a 'Proxy' host on the Internet... (This is commenly used to get around the 'Great Firewall' of China...)
