As I understand correctly, slipstream is only possible from VA1. Why can't we get slipstream from the moment we start our character ? This would make a lot more sense, is better for not falling asleep, and is also accurate....Do you have any idea how much amounts of coffee I have to drink to not fall asleep with this game ?
And CRYPTIC is adding too little content over too much time, I would like to see this changed !

how in any way is it "accurate"? from what i know traditional warp drive is still the only way since 2409 with the exception of SOME transwarp drives
As I understand it you unlock slipstream capabilities to certain hubs in game via earning diplomatic ranks.
And that is for all ships of any level.
This is correct. I can not remember all the details off hand but by diplomatic rank 4 you can transwarp anywhere like the excelsior. Locations to transwarp are added as you increase in rank and by rank 4 you will have them all. I do remember though it was 160 points to reach attache rank on the test server. And you get 10 diplomatic points per mission and if you do well in a first contact mission you can get 20 points.
Rank 0 (Captain, 0 DXP): Nothing
Rank 1 (Attache, 180 DXP): Attache Title and Diplomatic Missions (not First Contact)
Rank 2 (Consul, 400 DXP): Consul Title and transwarp power to K7
Rank 3 (Envoy, 720 DXP): Envoy Title, Grant Diplomatic Immunity power, First Contact missions, and transwarp power to Starbase 39
Rank 4 (Federation Ambassador, 1360 DXP) Federation Ambassador Title, uniform, ability to choose Bridge Officer from Klingon Empire, and transwarp power to DS9
And most diplomatic missions grant only 10 Diplomatic Points.

Before this thread continues on its way (as it seems to suddenly be talking about transwarp drive and eskaton's question is about slipstream) ...
The Excelsior is planned to have a transwarp ability. That will let you transwarp to different sectors instead of just Earth Space Dock.
If you're a vice admiral flying an excelsior ... you'll still also have the slipstream ability.
As to Eskaton's original question ... I don't have a good answer. All I can think of is they wanted it to be the special VA ability for everyone who levelled up.
In the books, the USS Aventine, captained by Ezri Dax is the only ship with the slipstream drive ... around the time shortly after the Nemesis movie.
We're now 40 years further ahead. So more ships could have it.
As far as in-game mechanics go ... you're not missing out on anything special Eskaton.
It's a 30 second speed boost (you kick it up to warp 20) but it won't let you turn much at all. So you have to basically use it when you want to go in a straight line.
And it has a 2 minute cooldown timer.
It's like when you're on the ground and want to sprint, and it's just a short burst and then you wait.
Except drawn out longer.
Even with this ... you'll still need your coffee.
But as to why you can't use it at a lower rank ... I don't know. Only reason I can think of is they specifically want it to be the Vice Admiral rank up special ability.

Slipstream was used in Voyager as a warp enhancement.
And I think that while the current system is mostly okay, they should look at adding lower ranked (ie. higher cooldown or lower speed) versions of slipstream maybe every 15 levels or so. Kinda like the different tiers of mount in Warcraft, it helps you get used to the concept.
So some people (myself as well) got their wires crossed and got mixed up in non-fiction terminology....take a chill pill. Mistakes with non realistic fluff based on a computer game, or science fiction are definately going to happen.
I would suggest a -polite- correction. lol
I'm usually the first that would say the people that get science fiction, aka fake technobabble terminology mixed or incorrect, are the lesser of two evils to get to know...(don't need to think too hard in wondering why that is so)

now i have not done it so i might be wrong but i was told that slipstream opens up to everybody at VA which makes sector travel fater
