Do me a favor and attach your dxdiag to a post. Also can you post the results of the following tests? This information will give us some idea on whats going on.
To create a DXDiag report, follow these steps:
1. Click "Start" menu, then click "Run"
2. In the "Open" box, type: DXDiag (hit enter)
3. If this is your first time running DXDiag, click "Yes" to launch the DirectX Diagnostic Tool.
4. Click "Save All Information" to create a DXDiag report.
5. Choose a name and location for the dump file (recommend desktop) and click "Save".
Attach this file to a post in this thread.
Run a trace route:
* Click on Start
* Click on Run, or if using Windows Vista just skip to the next step
* Type cmd into the dialog box and press Enter.
* In the window that opens type "tracert patchserver.crypticstudios.com"
* Check the speed listed on the return
If you see any hops over 180ms, this could be the cause of the rubber banding.
How to acquire, run and read the Nettest tool:
Go to http://files.champions-online.com/nettest.exe
Download the application and run it (Windows 7 and Vista users make sure to right click the icon and run as admin if you are having issues with the tool running.)
The Nettest tool checks that the ports required for patching and playing Star Trek Online are not blocked or filtered. Good values returned from the Nettest tool look like:
Column 1 and 3 have values around 500 kb/sec (outgoing/incoming), column 2 has values around 20 kb/sec (transfer rate). If the values in these columns is less than what is expected you may have filtering or blocked ports either on your personal network or from your ISP.
I'm experiencing the exact same thing. I got dropped or had a crash, cant remember which 2 nights ago and since then i cant stay online for more then like 30 seconds. I play EVE Online as well and i can play that all night with no issue.
My values are in the 7-8 hundred range and high 20' to 30's and I still get disconnected every 2 - 4 minutes also attached dxdiag report
Can you copy and paste the results of the nettest and the trace route. Seeing them may help us figure out whats going on here. As for your dxdiag I dont see anything really wrong with that.

I would unistall it at use a driver cleaning type program to remove any residue of old drivers and install that latest driver.
also as added note your sound driver a year old you might want to see if there is a more current one to install.
as far as your connection if the tracert and nettest look ok, how are you connected are you using a wireless what madol/version is your nic card and modem/rotuers?
Thanks I updated my graphics driver. I'm connected using a router, but I'm afraid I don't know much more than that as I'm not the one who set up the home network I'm on.

Same here. Constantly getting bumped off the server, sometimes every 2-5 minutes, sometimes it takes about 10 minutes. Its been happening for the last 2 days. Before this I never had problems. I included my DX Diag. Ran the Nettest and saw no issues based on the perimeters you mentioned.
Thought I'd run a quick test this morning: got disconnected from the server four times in 10 minutes. Not running ANYTHING else while this is happenening. Just STO and a clean install of Windows 7. for kicks last night I ran ping tests to Startrekonline.com and google.com. STO would drop packets, sometimes for minutes at a time while Google would continue with no issue.
I even got disconnected when i only had STO running and no other apps. I even made a wired connection and turn off the wifi mode ...And it can not be the router anymore because i bought even a new one because i was thinking that the problem wat there. I tried 3 different ones and it still happend. So maybe its my ISP but xbox live runs smootly and no problems there.

Did you make sure to make or remake exceptions to your security protocols? Also are you using wireless?
Yeah. none of the ports are being blocked. I even tried it turning off Windows Defender, Avast, etc. Still dumped me after a few minutes. I ran that nettest app you mentioned above and saw no problems there. I can run ping to patchserver.crypticstudios.com and it will definitely drop packets, while pinging google.com will not (not sure if that means anything though.)

Oh yeah forgot: I have tried it both wired (my usual connection) and wireless. Both have the same results. Tried switching cables, etc. No change. Other online applications have not had any issues so far (youtube, hulu, even dusted off my old WOW game just to see..)

One thing to keep in mind is that other applications do not use the same ports, network path, or even function the same. So a comparison of other applications only really says that your internet connection is active.
Ok Gotcha. Still, running absolutely clean install of Windows 7 with all patches and, again, never had a problem until this last weekend. Just for kicks I uninstalled Avast (never liked it anyway) I'll try it with Windows Firewall off and see if that makes any difference (even though it says its not blocking those ports.)
First thing I notice is that your video card drivers are a bit out of date. I would recommend updating these as STO is very temperamental with old drivers. Also even though the 330M is a good chipset it will not be able to run the game at max settings. This is very important when it comes to the detail slider settings, make sure these are at 75%. If they are above 100% this may be a catalyst, and make sure shadows and lighting are not set to high.
definitely not running on max settings, or even max screen resolution. Running at 1440x960, no AA, medium shadows, lights. And since STO went live I have not had any problems with that video set up. I believe I am at 75%, but will have to login to check...
So yesterday I played around noon for 2 hours and was not dropped once. But then in the starting around 8PM I was dropped several times in the space of 30 minutes (and had to stop, because it was pretty much unplayable.) Today I logged in around noon and played for fours hours, never once having been dropped. I logged in at 10PM PST and was dropped 4 times in 10 minutes. I am thinking this has not much to do with my computer and more to do with something else, as if it was my computer it would be consistent regardless of the time of day.

This sounds like ISP throttling during peak hours (this is quite common). You can try the proxy options during this time, but they might not work.
It is known that some ISP will cut out bandwidth to subscribers at night ((after midnight usually)) to give that extra bandwidth to major companies in the area so they can do thier backups and data transfers and not suffer bandwidth issues for them doing so. then slowly after a few hours they start to throttle the bandwidth back to residential users.
