i would like to see a Raid on both the Fed space station and Klingon home base. i think this would be a fun and new way to play. there two ways i would do this
one,
i would make this a 10 person map. a defend the base. with the objective is to reach a console and up load a virus that with over load the core and blow up the base.
two,
i would make this a 5 person map with NPC's. once the NPC is down their down. with the same objective.
i would also have respond control points with a shield that protects the play to prevent respond camping (to a point). i would MIGHT put a time limit on it. or have console control point if they get some many locked down with in the time a forcefield with drop and the team can go in and fight and upload the virus.
Allow fleets to procure their own starbases. They're adding ship interiors to season 2, why not eventually expand on that idea and give fleets their own bases to use as a base (bad pun) of operations for their members?
Then, allow the fleet GMs to toggle the base flagged for pvp or not, leave it up to the players' hands. The GM and his officers can then customize the layout of their station and have choke points, sick bays, transporter rooms... just like Cryptic's done with their first game, City of Heroes.
Since the Klingons declared open war with the Federation, it's not hard to see Fed or Klingon assault ships from 1 fleet warping in and attacking another fleet's station. The space portion begins! The defender's fleet (guild) would have to protect their starbase's shield generators and weapon power banks. Once the base's shields are down, the attacking fleet would start sending over away teams. PVP moves to the ground portion.
This is entirely canon (ds9, hello? ) and I would totally participate in this.
I like it that is a great idea. that sounds like a more practical idea. to expand on that too. i would like to see (like fleet banks) where a fleet can buy extra rooms ground defiances and more space defenses (to a point). as well as fleet trophy room as well.
i would still like to see a fleet ground respond point thing. where each member has one and only one can go down at a time. it give players a temp immunity (30sec)ish give time for the player to get their bearings.
Yeah, the fleet can collectively spend their energy credits to upgrade their starbase with more defenses, bigger vault, a repair bay / emergency ward that can heal injuries / ship damage for free. And these things need different spatial anomalies to keep running.

If a fleet's starbase gets raided, then they either lose some precious loot or, worse case scenario, they lose their fleet base entirely.
It makes it personal. People have something to win/lose. It makes the rewards tangible. It will further develop rivalries. AND it makes me want to play my Klingon and actively seek a good fleet to defend and raid other bases.
Right now, I bet all of the veteran pvp'ers have a ludicrous excess of pvp badges that they don't know what to do with them. Most also have millions of energy credits that they could care less about. Bridge officer skills? Who cares, I can fully upgrade 100+ officers and still have BO skill points.
I hope they implement something like your idea and make it personal like this. It would seriously spice up pvp for all brackets.

To slightly modify your idea I think having the potential to lose the fleets entire base is a bad idea as they could spend hours and hours working on it. However losing some areas would be better such as the ability to use banks on the fleet base or perhaps if they lose the match they lose access to their station for 1 whole day as it is "repaired" something is lost but not permanent. Furthermore instead of the fleet base itself being collateral the fleets positions could be for example instead of the Klingon's actively attacking the base and trying to destroy it or a primary target they could have the option of raiding the fleet bank and stealing items what ever they can get is theirs but if there shot or interrupted in some way they lose access and have to reconnect but they risk losing any further rewards if they just raid the bank. Although I guess it may have to be tweaked so that the bank is not cleaned out by one individual?
those are some good ideas to touch on one thing said. yes, i would make it were a team would have to wait if the mission was to destroy the base. but, i would make it 1 day or 3.5 mil. for 25% complete so fleet members can land on the base and still conduct fleet stuff.
i did get to thinking about some of the missions and they would be
1. Bank Loot - each apposing member can loot one to MAYBE three items. then have a cool down time so not to be hit ALL the time.
2. Trophy Hunter - the group has to reach and take a prize at the end. they have to return it to their base for a temp pvp buff. there would have to be a time limit
3. Hold the Fort - the group has to take down space defense and then reach a ground control to up load a virus to blow up the base.
Let me know what other games you can think of. there would also need to be prizes for winning as well a badges and a wall display to show off the accolades. OH the base would HAVE to be CUSTOMIZABLE.
