We will be doing a server restart of Holodeck on Tuesday morning 3AM PST. This should only result in temporary downtime where you will not be able to log into the game. If there are any complications check the messaging in the launcher and on the main page, as we will update the messaging.
Just out of intrest.
How long does it take to restart a gigantic server infrastructure like ST:O?
And do you start it all at once or Instace by Instance?

Shouldn't take more than a half an hour (at the most), and when you get access back to it the whole server environment is ready to go.
Sound like you two may be experiancing some network issues. Post a dxdiag and copy/paste the results of the following tests into a new thread.
Run a trace route:
* Click on Start
* Click on Run, or if using Windows Vista just skip to the next step
* Type cmd into the dialog box and press Enter.
* In the window that opens type "tracert patchserver.crypticstudios.com"
* Check the speed listed on the return
If you see any hops over 180ms, this could be the cause of the rubber banding.
How to acquire, run and read the Nettest tool:
Go to http://files.champions-online.com/nettest.exe
Download the application and run it (Windows 7 and Vista users make sure to right click the icon and run as admin if you are having issues with the tool running.)
The Nettest tool checks that the ports required for patching and playing Star Trek Online are not blocked or filtered. Good values returned from the Nettest tool look like:
Column 1 and 3 have values around 500 kb/sec (outgoing/incoming), column 2 has values around 20 kb/sec (transfer rate). If the values in these columns is less than what is expected you may have filtering or blocked ports either on your personal network or from your ISP.

Most of which is people time. The actual restarting will be something around 5-10 minutes.
Yeah it should fix the NPC's.

(what happens at the Captain's table...)
I will miss the marauding crew on Starbase 1 sneaking around with their rifles out. I got a kick out of them.
No there was no patch this was just a restart.
