As for the installer and the patch I will look in to that.
As for the downloading issues try a few things. First would be that the launcher is dependent on some key Internet explorer files so make sure IE is up to date. Next would be to make sure your security protocols have exceptions made for Star Trek's network traffic. If the network traffic is being blocked or filtered then that could cause some slow downs. You can also post the results of a trace route and a nettest to make sure that your network connections to our servers is healthy (the instructions for those tools are listed below).
Run a trace route:
* Click on Start
* Click on Run, or if using Windows Vista just skip to the next step
* Type cmd into the dialog box and press Enter.
* In the window that opens type "tracert patchserver.crypticstudios.com"
* Check the speed listed on the return
If you see any hops over 180ms, this could be the cause of the rubber banding.
How to acquire, run and read the Nettest tool:
Go to http://files.champions-online.com/nettest.exe
Download the application and run it (Windows 7 and Vista users make sure to right click the icon and run as admin if you are having issues with the tool running.)

The number you see isn't the size of the download, it's the size of the game that needs to be patched. While it looks like it's downloading all that data it's merely processing/patching it. If you watch the progress bar it will frequently jump ahead by large amounts as the patches are written and it moves to the next batch.
Yes it's a little confusing and probably shouldn't have been done this way, but this is the way it is at the moment.

Thank you for your reply, my main issue is there being a 5g patch after a fresh download of the game... why isnt the downloaded version the most recent? I can understand having a few 100 MB to 200 MB patches to apply, but another 5g might as well be another full install...

Ok a few questions for you. 1st what type of ISP do you have (DSL, Cable). 2nd Have you tired the patch via proxy option. It might work or it might not. 3rd Make sure you have exceptions made for your security protocols including your firewall.

Cable Internet, but Im in Alaska, so things are kinda wonky up here with Monopolies and all sorts of crazyness with ISPs.
No idea what patch via proxy is, but Im at 78.6% now so hopefully after that Ill be able to play and this will be a moot point.
Whe never McAfee total Protection pops up and says do you want to give this program access, I hit 'allow always' and give full permissions, do I need to do something beyond that?

Well, the game crashed as soon as I hit engage... screen went black and an error window popped up saying 'verifying files might help' so now Im doing another 20 to 30 min of file verifying on a fresh install.
Hopefully after the files are verified I can actually play!
Waiting on response till I do anything else... how long is the free trial, cause all this has already eaten a day of it... lol
That crash indicated possibly a memory issue. Try running a memtest to check the health of your ram. Memtest is a windows utility that check your ram for failures. With windows Vista and 7 its called memory diagnostic tool.

Well there is one thing. Your video card driver is pretty old, now I am not saying that this is the root of the issue but it would only help to update this.
I hate to tell you this, but the 8600M is BELOW the minimum specs required for STO (and a laptop mobile GPU - denoted by an 'M' - is even less powerful than a standard 8600); and that unfortunately may also be an issue here.
The short version: a GT7950 Nvidia card has a more powerful GPU then the 8600M (it's possibly closer to a 7900M, which again would be just below minimum spec.) Now, this doesn't mean the game won't run, but if it does, you can probably only do it in STO 'safe mode'.

8600m is a little under spec but it shouldn't keep you from logging in. Try selecting safe mode in the launcher options.
A lot use memtest86 but there are serveral different ones out there that you can use.Like Passmark, some are suites that will benchcheck/ burnin different hardware of the pc. The main thing is you want one that will lwet you run a stress type test over a period of time.
Also anything in the the error and crash logs. also put -console in the advance command section of the launcher option to see if you can catch what the game was trying to do when it crashes (depend on timing you may or may not see anything but every little bit may help)
One of the other thing you want to check is your power supply. a weak or failing PSU can cause all other problem that look like something else (weak low vaotage to memory, cpu hard drives etc)
You may also have a corrupt .net library and may need unistall .net and reinstall from micorsoft.

Could this have anything to do with running the setup utility at 61% (detailed in my original post) or would the patcher and file verifier have fixed that?

Well there is one thing. Your video card driver is pretty old, now I am not saying that this is the root of the issue but it would only help to update this.
I've linked to a post that explains the Nvidia card number system for pre Gxx200 series cards (it's easier then retyping the info here).
The short version: a GT7950 Nvidia card has a more powerful GPU then the 8600M (it's possibly closer to a 7900M, which again would be just below minimum spec.) Now, this doesn't mean the game won't run, but if it does, you can probably only do it in STO 'safe mode'.

Im willing to upgrade my video card, but not until I actually get to see character creation at least... not going to spend money on a game I can't get loaded.
8600m is a little under spec but it shouldn't keep you from logging in. Try selecting safe mode in the launcher options.
Yep, that is my opinion as well.
Still the same thing in safe mode, goes to black like the game is about to load then stops with the error box.

Yeah still sounds like it might be bad ram. PegasusMD any ideas on high level memory diagnostics?
different games different issues I know, but just providing as much info as I can.
Also anything in the the error and crash logs. also put -console in the advance command section of the launcher option to see if you can catch what the game was trying to do when it crashes (depend on timing you may or may not see anything but every little bit may help)
One of the other thing you want to check is your power supply. a weak or failing PSU can cause all other problem that look like something else (weak low vaotage to memory, cpu hard drives etc)
You may also have a corrupt .net library and may need unistall .net and reinstall from micorsoft.
