I submitted a ticket at 8 am this morning and it's now 4 pm, so I thought I'd try this route.
I have a $25 Visa Gift Card, and am trying to buy 2000 Cryptic Points for $25. I entered my credit card and personal information (which matches the info I registered with the card company), but it has declined the card. Now the card shows $24 available with a $1.00 pending charge.
Is there a way I can phone in my card information or submit it directly in some other way?

So what happens when you make a purchase with most online stores is that they run a $1 charge to verify that the card is valid and can process the transaction. The card is refunded the $1 but since you only have $25 on the card when it attempts to processes the transaction the card only has $24 on it, so its declined.
As for your ticket we have a window of 24 hours for the turn around time, so your ticket will be answered.
I'll watch for the response on the ticket.
